당초 정부가 국회에 제출한 추경안에는 79억 원이 반영됐으나, 국회 예산결산특별위원회의 심사 과정에서 56억 원이 증액되면서 최종적으로 135억 원이 확보됐다. 이는 경주시의 적극적인 대응과 국회 설득 노력이 주효했다는 평가다.
이번 추경에는 ▲정상회의 만찬장 조성비 40억 원 ▲숙박시설 정비 60억 원 ▲수송 지원 10억 원 ▲차량기지 설치 5억 원이 포함됐으며, ▲지역 문화 콘텐츠를 활용한 ‘문화동행축제’ 예산 20억 원도 신규 반영됐다.
특히 예산 증액 과정에는 주낙영 경주시장의 적극적인 활동이 큰 역할을 했다. 주 시장은 지난달 17일 정부서울청사에서 열린 APEC 준비위원회 회의에 참석한 직후 국회를 방문해, 예결위 간사인 허영 의원(더불어민주당)을 만나 사업의 필요성과 지역적 중요성을 직접 설명하며 정부 재정 지원을 요청했다.
또한 지역구 국회의원이자 국회 외교통일위원장인 김석기 의원의 지원과 조율도 이번 예산 확보에 결정적인 역할을 한 것으로 전해졌다.
이철우 경북도지사도 “국회를 찾아 우원식 국회의장, 김기현 APEC 지원특위 위원장, 박정 예결특위 위원장 등을 일일이 만나 예산 증액 필요성을 설명했다”며, “추가 확보된 국비를 통해 경주를 찾는 국내외 인사들이 편안하고 쾌적하게 머무를 수 있도록 준비하고, 세계문화유산도시 경주의 다양한 매력을 체험할 수 있게 하겠다”고 밝혔다.
경주시는 현재 회의장, 미디어센터, 숙박시설 등 주요 기반시설에 대한 행정절차를 마무리하고 있으며, 이달 중 공사에 착수할 계획이다. 이와 함께 수송체계 및 응급의료 시스템 역시 중앙정부 및 관련 전문가와의 협의를 통해 정비 작업을 진행 중이다.
주낙영 시장은 “이번 예산은 APEC 정상회의를 품격 있는 국제행사로 이끌기 위한 토대”라며 “경주의 역사와 문화를 세계에 알릴 수 있도록 철저히 준비해 나가겠다”고 밝혔다.
