당진시(시장 오성환)는 계약 체결 시 제출받던 불필요한 서류를 대폭 줄이고 계약 이행에 대한 책임을 명확히 하고자 오는 5월 19일부터 '계약이행 통합서약서' 제도를 본격 도입한다고 12일 밝혔다.
이번에 도입되는 '계약이행 통합서약서'는 기존에 계약 상대방으로부터 제출받아왔던 청렴이행서약서, 조세포탈 여부 확인 서약서, 수의계약 체결 제한 여부 확인서 등 총 13종에 달하는 구비서류를 하나의 서식으로 통합한 것이다.
그동안 복잡하고 많은 계약 서류로 인해 일부 서류가 누락되어 계약이 지연되거나, 행정 업무에 대한 피로도가 증가하고 민원 불편을 야기하는 등의 문제가 제기되어 왔다.
당진시는 이번 통합서약서 도입을 통해 이러한 문제점을 효과적으로 해소하고 행정의 효율성과 투명성을 크게 높일 수 있을 것으로 기대하고 있다.
오성환 당진시장은 "계약이행 통합서약서 도입은 서류 간소화를 넘어 사회적 비용을 줄이고 탄소중립을 실천하며, 계약 상대방의 편의성을 높이는 등 다양한 긍정적인 효과를 가져올 것"이라며, "앞으로도 시민들이 체감할 수 있는 행정 효율성 향상을 위한 개선 방안을 지속적으로 발굴하고 추진하겠다"고 강조했다.
