【브레이크뉴스 울진】이우근 기자=울진군(군수 손병복)은 지난 5월 15일 대구 EXCO에서 열린 '한국수소및신에너지학회 2025년 춘계학술대회'에 참가해, 대한민국 수소경제 전환을 선도할 울진의 비전과 전략을 발표했다.

이번 학술대회는 5월 14일부터 16일까지 ‘탄소중립 지속가능성 확보를 위한 수소에너지의 역할’을 주제로 열렸으며, 500여 편 이상의 최신 연구 성과와 정책 사례가 공유된 국내 최대 규모의 수소에너지 전문 행사다.
울진군은 ‘경상북도 수소 산업 현황 및 정책 방향’을 주제로 열린 특별 세션에 참여해, 수소국가산업추진단 노용성 단장이 ‘원자력을 활용한 대용량 수소생산 기지 조성’을 위한 전략적 방향과 중장기 계획을 소개했다.
노 단장은 “울진군은 현재 조성 중인 ‘울진 원자력수소 국가산업단지’를 중심으로, 원전의 무탄소 전력을 활용한 청정수소 생산체계를 고도화해 나갈 계획”이라며, “기존 저온 수전해 방식은 물론, 초고온가스로 등 차세대 원자로 기반 고온 수전해 시스템과의 연계를 통해 고효율 수소 생산을 실현하겠다”고 밝혔다.
이와 함께 △청정수소 대량생산 기반 확보, △수소 저장·운송 인프라 구축, △연계 산업 클러스터 조성, △R&D 실증 및 인력양성, △기업 유치 및 수요처 확보 등 수소 전주기 생태계 조성을 위한 단계별 전략도 제시했다.
울진군은 이번 발표를 통해 국내 전력 계통의 송전 제약 문제와 탄소중립 실현이라는 국가 과제를 동시에 해결할 수 있는 대안으로 ‘원자력 기반 청정수소 생산’의 전략적 가치를 강조하며, 이를 위한 정부의 제도적 지원과 민간 협력 생태계 조성, 규제 특례 지정 등 정책적 뒷받침의 필요성도 함께 피력했다.
손병복 울진군수는 “울진은 원전 기반의 풍부한 전기에너지와 지리적 이점을 바탕으로 청정수소 대량생산의 경제성과 실현 가능성을 모두 갖춘 최적지”라며, “앞으로 수소특화단지 지정과 규제자유특구 지정을 추진해 수소산업의 중심지로 도약하겠다”고 밝혔다.

Uljin-gun (Governor Son Byeong-bok) participated in the '2025 Spring Academic Conference of the Korean Hydrogen and New Energy Society' held at Daegu EXCO on May 15 and announced Uljin's vision and strategy to lead the transition to the hydrogen economy in Korea.
This academic conference was held from May 14 to 16 with the theme of 'The Role of Hydrogen Energy in Securing Carbon Neutrality Sustainability', and is the largest hydrogen energy event in Korea where over 500 latest research results and policy cases were shared.
Uljin-gun participated in a special session on the theme of 'Current Status and Policy Direction of the Hydrogen Industry in Gyeongsangbuk-do', and Director Noh Yong-seong of the Hydrogen National Industry Promotion Team introduced the strategic direction and mid- to long-term plan for 'Establishing a Large-Scale Hydrogen Production Base Using Nuclear Power'.
Director Noh said, “Uljin-gun plans to advance the clean hydrogen production system utilizing carbon-free electricity from nuclear power plants, centering on the ‘Uljin Nuclear Hydrogen National Industrial Complex’ currently under construction,” and “We will realize high-efficiency hydrogen production by linking it with next-generation nuclear reactor-based high-temperature water electrolysis systems such as ultra-high temperature gas reactors as well as existing low-temperature water electrolysis methods.”
In addition, he presented a step-by-step strategy for creating a hydrogen full-cycle ecosystem, including △securing a clean hydrogen mass production base, △establishing hydrogen storage and transportation infrastructure, △creating a linked industry cluster, △proving R&D and fostering human resources, and △attracting companies and securing demand sources.
Uljin-gun emphasized the strategic value of ‘nuclear-based clean hydrogen production’ as an alternative that can simultaneously solve the problem of transmission constraints in the domestic power grid and the national task of achieving carbon neutrality, and also expressed the need for policy support, such as institutional support from the government, creation of a private cooperative ecosystem, and designation of regulatory exceptions.
Uljin County Governor Son Byeong-bok said, “Uljin is the optimal location for both the economic feasibility and feasibility of mass production of clean hydrogen based on its abundant electric energy from nuclear power plants and its geographical advantage,” adding, “We will move forward to designate a hydrogen specialized complex and a regulatory-free special zone to leap forward as the center of the hydrogen industry.”
