이 사업은 농림축산식품부의 대표적인 공모사업으로, 농촌협약 대상 사업의 일환으로 추진되며, 지역 주도의 농촌 개발과 공동체 활성화에 초점을 맞추고 있다.
올해 사업 규모는 총 4억 원으로, 크게 세 가지 분야의 소프트웨어(S/W) 프로그램으로 구성된다. ▲일반농산어촌개발사업 등 완료 지구 활성화 ▲지역 인적 자원 육성 ▲공동체 활성화가 그것이다.
주요 프로그램으로는 지역별 현황과 주민 수요 조사를 반영한 원예 심리 수업, 도자기 공예, 서양 매듭 공예 등 다양한 맞춤형 교육이 운영될 예정이다. 특히, 공동체 활성화 분야에서는 주민 주도형 교육 프로그램인 '주민공동학습회(울진형 마을 만들기)'를 확대 운영한다. 이를 통해 마을 자원 발굴, 마을 자원 지도 그리기, 마을 자원 활용 발전 계획 수립 등을 진행하여 농촌 지역의 정체성을 강화하고 지속 가능성을 높일 계획이다.
