더불어민주당 세종선거대책위원회는 20일 시당에서 ‘대통령 후보 직속 균형발전위원회’와 함께 ‘균형발전 경청 투어 세종지역 정책제안’ 간담회를 개최했다.
이번 간담회는 세종의 지속적인 발전과 행정수도 완성을 바라는 시민의 목소리를 듣고, 이재명 후보의 지역 공약 공유와 실천적 대안 마련하기 위해 추진됐다.
이날 행사에는 강준현 국회의원을 비롯해 손명수 국토균형발전위원회 공동위원장, 문서진 세종시당 선대위 상임공동선대위원장, 김수현 세종시당 행정수도특위 위원장 등 민주당 관계자 등이 참석했다.
또 세종YMCA 황치환 전 이사장, 행정수도완성시민연대 홍석하 전 감사, 세종법원추진위원회 이상실 사무처장, 세종참여자치시민연대 성은정 사무처장 등 지역 인사들이 참석해 다양한 의견을 교환했다.
참석자들은 국가균형발전과 세종-서울 간 비효율적 행정운영을 개선하기 위한 ‘세종 행정수도 완성’의 중요성을 강조했다.
간담회에서는 △행정수도 건설 특별법 제정 △이재명 후보의 ‘5극 3특’ 공약의 구체적인 실현 방안 △시민 체감형 행정수도 로드맵 제시 등과 같은 실천적 대안들이 논의됐다.
강준현 위원장은 “세종 행정수도는 국가균형발전을 위한 핵심 과제인 만큼 국가적 의제로 반드시 추진해야 한다”며 “민주당은 단계적 성과 창출과 개헌을 통한 행정수도 완성에 모든 노력을 다할 것”이라고 말했다.
별도로 진행된 대한 전문건설협회 세종센터와의 정책간담회에서는 △전문건설업계 경쟁체계 개선 △중소건설업 보호 △중대재해처벌법 합리적 개정 △하도급대금 지급 안정성 확보 등 전문건설업계의 주요 현안에 대해 깊이 있는 의견을 나눴다.
참석자들은 특히 건설산업 생산체계 개편 이후 발생한 과당경쟁과 불법 하도급 문제의 심각성을 지적하며, 시공 역량 기반의 공정한 경쟁 환경 조성과 중소업체 보호를 위한 제도적 보완을 요구하였다.
이에 강준현 위원장은 "현장에서 체감할 수 있는 구체적인 정책 개선이 시급하다"며, "간담회에서 제시된 의견들을 국회 입법 과정에 적극 반영해 전문건설업계의 건전한 발전과 중소기업 보호를 실현하겠다"고 했다.
세종선대위 관계자는 “현장의 목소리를 듣고, 정책 개선안을 모색하는 뜻깊은 자리가 마련됐다”며 “앞으로도 시민 속으로 들어가 현장에 귀 기울이며 함께 해법을 찾아나가는 경청 투어를 계속 진행할 것”이라고 말했다.

The participants emphasized the importance of ‘Completing the Sejong Administrative Capital’ to improve the inefficient administrative operation between Sejong and Seoul and to achieve balanced national development.
At the meeting, practical alternatives such as ▲ enacting a special law on the construction of the administrative capital, ▲ specific implementation plans for candidate Lee Jae-myung’s ‘5-pole, 3-special’ pledge, and ▲ presenting a roadmap for an administrative capital that citizens can experience were discussed.
Chairman Kang Jun-hyeon said, “Since the Sejong administrative capital is a key task for balanced national development, it must be promoted as a national agenda,” and “The Democratic Party will make every effort to complete the administrative capital through step-by-step achievements and constitutional amendments.”
At a separate policy discussion with the Sejong Center of the Korea Specialized Construction Association, in-depth opinions were exchanged on major issues in the specialized construction industry, such as △improving the specialized construction industry’s competitive system, △protecting small and medium-sized construction companies, △reasonable revision of the Serious Disaster Punishment Act, and △securing stability in subcontracting payments.
Participants pointed out the seriousness of the excessive competition and illegal subcontracting issues that have occurred since the reorganization of the construction industry production system, and demanded institutional supplementation to create a fair competitive environment based on construction capabilities and protect small and medium-sized businesses.
