남양주시, 2035 환경계획 수립

시는 국가환경종합계획과 경기도 환경계획의 정합성을 바탕으로 지역 특성을 반영한 환경 분야 최상위 법정계획을 수립해, 시 전역과 인근 영향권을 대상으로 2035년까지의 장기 목표를 설정했다.

 

계획 수립을 위해 시는 그간 부시장을 의장으로 한 ‘남양주시 환경계획수립협의회’를 구성·운영했으며, 이와 함께 시민 공청회와 환경정책위원회 심의를 거쳐 6월 중 경기도 승인을 받기 위해 최종안을 제출할 예정이다.

 

이번 환경계획은 ‘자연과 시민이 함께하는 에코시티 남양주 조성’을 비전으로, 총 11개 분야 60개 전략사업을 중심으로 구성됐으며, △대기·미세먼지 △통합물관리 △자원순환 △환경보건 △기후변화 대응 등 생활환경 전반을 포괄한다. 이를 위해 2035년까지 총 3조 2,872억 원(연평균 2,739억 원)이 투입될 예정이다.

 

중점 전략사업에는 △시민과 자연이 함께하는 생활권 내 녹지공간 확충 △남양주형 비점오염 마스터플랜 수립 △신재생에너지 융복합 지원사업 △기후 위기·환경재난 대응 환경교육 강화 등이 포함된다.

 

주광덕 남양주시장은 “이번 환경계획은 남양주시가 지속 가능한 도시로 나아가기 위한 밑그림이자, 기후변화와 환경위기에 선제적으로 대응하기 위한 종합 전략”이라며 “분야별 세부 사업을 충실히 이행해 시민 삶의 질을 높이고, 범지구적 기후 위기에 적극 대응함은 물론, 시민이 체감할 수 있는 생태 도시 조성과 지속 가능한 도시 조성에도 본격적으로 나서겠다”라고 말했다.
