미·중 대표단이 영국 런던에서 이틀간 진행한 2차 고위급 무역협상을 통해 지난 스위스 제네바 1차 회담 합의를 이행할 프레임워크에 합의했다.
영국 '로이터 통신'에 따르면 하워드 러트닉 미 상무장관은 10일(현지시간) 중국과의 무역협상 후 "중국과 제네바 합의를 이행할 프레임워크에 합의했으며 이 조처가 중국 희토류 수출 제한 조치 해결에 기여할 것"이라고 말했다.
그러면서 "이번 합의 내용을 도널드 트럼프 대통령에게 보고했고, 해당 안을 트럼프 대통령·시진핑 중국 국가주석 등 양국 정상이 승인시 이행을 위해 노력하겠다고 밝혔다.
중국 측 대표 중 한 명인 리청강 상무부 국제무역담판대표(장관급) 겸 부부장 역시 "미·중 대표단이 이틀간 회담 끝에 지난 5일 양국 정상 간 전화 통화·제네바 회담에서 도출된 합의를 위한 프레임워크에 도달했고 양국 정상에 보고 예정"이라고 전했다.
앞서 지난달 10∼11일 스위스 제네바에서 열린 1차 고위급 무역회담에서 미·중은 90일간 상호 관세를 115% 포인트씩 대폭 낮추기로 했고, 중국은 미국이 지난 4월 초 발표한 상호관세에 대응해 시행한 비 관세 조치를 해제키로 했으나 이후 양측 모두 상대가 합의를 위반했다고 주장해왔다.
미국은 중국이 희토류·핵심광물 수출 통제를 지속하고 있다며 불만을 드러낸 한편 중국 역시 미국이 반도체 등 핵심기술 수출을 제한하고 중국인 미국 유학생 비자 취소 등 조처를 문제 삼아 이후 양국 간 협상이 교착된 가운데 이번 런던 2차 회담은 이같은 문제 해소를 위해 전날부터 진행됐다.
