Special Prosecutor Cho Eun-seok “Kim Hyung-soo, Park Eok-soo, Park Ji-young, Park Tae-ho, Lee Yoon-je, and Jang Woo-sung” Appointed as ‘Special Prosecutors for Internal Rebellion’

Kim Yong-hyun’s case, the first indictment of the Special Prosecutors for Internal Rebellion, assigned to the 34th Criminal Agreement Division

Six special prosecutors have been appointed to the ‘Special Prosecutors for Internal Rebellion’ who will investigate former President Yoon Seok-yeol’s internal rebellion and external rebellion cases related to the 12/3 martial law.

On the 20th, Special Prosecutor Cho Eun-seok announced the appointment of six special prosecutors, saying, “The special prosecutors for the Special Prosecutors for Internal Rebellion have been confirmed.” The six appointed special prosecutors are attorneys Kim Hyung-soo, Park Eok-soo, Park Ji-young, and Park Tae-ho, all from the prosecution; Professor Lee Yoon-je of Myongji University; and attorney Jang Woo-sung, a former police officer.

The special prosecutors are in charge of investigating cases, maintaining indictments, directing and supervising special investigators and dispatched civil servants, and providing press releases, and are treated as prosecutors at the level of chief prosecutors.

Special Prosecutor Cho stated, “We have reflected the recommendation of the Korean Bar Association and have also nominated a police officer with outstanding investigative and investigative management capabilities,” and “Special Prosecutor Park Ji-young will be in charge of public relations.”

Special Prosecutor Kim Hyung-soo graduated from Sungkyunkwan University and served as the Deputy Chief Prosecutor of the Jeonju District Prosecutors’ Office, the Deputy Chief Prosecutor of the Seoul Northern District Prosecutors’ Office, and the Head of the Busan District Prosecutors’ Office, among others.

Special Prosecutor Park Eok-soo graduated from Korea University and served as the Head of the Gunsan Branch of the Jeonju District Prosecutors’ Office, the Acting Deputy Chief Prosecutor of the Gwangju High School, and the Human Rights Policy Officer of the Supreme Prosecutors’ Office.

Special Prosecutor Park Ji-young graduated from Yonsei University and served as the Deputy Chief Prosecutor of the Daejeon District Prosecutors’ Office, the Deputy Chief Prosecutor of the Chuncheon District Prosecutors’ Office, and the Head of the Trial Department of the Seoul High Prosecutors’ Office, among others.

Special Prosecutor Park Tae-ho graduated from Seoul National University and served as the Head of the 3rd Criminal Division of the Daegu District Prosecutors’ Office, the Head of the 5th Criminal Division of the Seoul Southern District Prosecutors’ Office, and the Head of the 9th Criminal Division of the Seoul Central District Prosecutors’ Office, among others.

Special Prosecutor Lee Yoon-je graduated from Seoul National University, worked as a prosecutor for seven years starting in 2000, and later served as a professor at Ajou University Law School and a research officer at the United Nations Tribunal for the Former Yugoslavia.

Special Prosecutor Jang Woo-sung graduated from Hanyang University and worked in the police as the chief of the criminal division of the Gyeongbuk Provincial Police Agency, the chief of the Seongbuk Police Station in Seoul, and the chief of the Foreign Affairs Investigation Division of the National Police Agency. He is currently working as a lawyer.

Meanwhile, Special Prosecutor Cho Eun-seok, who is leading the investigation into the internal rebellion case related to the 12/3 martial law incident, additionally indicted former Minister of National Defense Kim Yong-hyun on charges of instigating the destruction of evidence. This is the first time that the three special prosecutors (internment rebellion, Kim Kun-hee, and Chae Sang-byeong) have indicted a suspect since being appointed.

Special Prosecutor Cho Eun-seok stated on the 19th, “Former Minister of National Defense Kim Yong-hyun has been indicted for obstruction of official duties and instigation of destruction of evidence,” and explained, “We plan to swiftly proceed with the process of requesting the court to swiftly merge and issue an additional arrest warrant.”

Special Prosecutor Cho’s additional referral of former Minister Kim to trial is a preemptive measure to block the situation in which former Minister Kim, who is refusing the court’s conditional bail decision, will soon be released upon expiration of his detention period.

In relation to this, the Seoul Central District Court announced on the 20th, “The case of former Minister of National Defense Kim Yong-hyun, who is indicted on charges of obstruction of official duties, etc., has been assigned to the 34th Criminal Division, and the presiding judge is Chief Judge Han Seong-jin.”

The ongoing trial of former Minister Kim Yong-hyun on charges of engaging in an important mission for rebellion is being handled by the 25th Criminal Division (Presiding Judge Ji Gwi-yeon). hpf21@anver.com
