브레이크뉴스 문홍철 기자= 새 정부가 가장 중점적으로 추진해야 할 고용노동정책에 대한 조사에서 전체 응답자의 79.6%가 ‘일자리 창출을 위한 노동시장 활성화’를 뽑았다.
한국경영자총협회가 전국 대학 경영·경제학과 교수 103명을 대상으로 실시한 ‘새 정부에 바라는 고용노동정책 전문가 설문조사’ 결과에서 이 같이 나타났다.
먼저, 일자리 창출을 위한 노동시장 활성화를 위해 중점적으로 추진해야 할 고용노동정책은 ‘근로시간 운영의 유연성 확대’(27.2%), ‘직무·성과 중심의 임금체계로의 개편 지원’(20.9%), ‘해고제도 개선 등을 통한 고용경직성 완화’(17.5%), ‘정년연장’(11.2%), ‘최저임금제도의 합리적 개선’(10.7%) 순이었다.
산업현장 노사관계 안정을 위해 개선해야 할 노동법제도는 ‘불법·정치파업에 대한 처벌’(26.7%), ‘부당노동행위 제도 개선’(20.4%), ‘쟁의행위 시 대체근로 허용’(13.6%) 등이었다.
반면, 노조법 제2·3조 개정(일명 ‘노란봉투법’)의 주요 내용인 ‘하청 노동조합의 원청기업을 대상으로 하는 단체교섭 및 쟁의행위 허용’은 11.7%, ‘불법파업에 대한 손해배상청구 제한’은 7.8%에 그쳤다.
산업현장의 법치주의 확립을 위해 추진해야 할 고용노동정책으로는 ‘채용세습 등 위법·불합리한 관행 개선’, ‘노동조합의 불법행위에 대한 엄정한 대응’, ‘노동조합 회계 투명성’ 등이었다.
노동취약계층 보호를 위해 추진해야 할 고용노동정책은 ‘미취업 청년, 경력단절여성 등에 대한 고용서비스 확대’(42.7%), ‘고령 근로자에 대한 재취업 지원 및 교육훈련’(38.8%), ‘플랫폼 종사자, 프리랜서, 1인 자영업자에 대한 노동법 적용’(10.7%), ‘5인 미만 사업장 근로기준법 확대 적용’(7.8%) 순이었다.
이 외에도 기업 경쟁력에 가장 부정적인 영향을 줄 것으로 예상되는 법안은 ‘근로시간 단축’(31.1%)과, ‘노란봉투법’(28.2%)으로 조사됐다.
