이재명 대통령이 1일 "주식·금융시장이 정상화되면서 대체 투자수단으로 조금씩 자리잡아 가는 것 같은데 이 흐름을 잘 유지해야 된다"고 밝혔다.
이 대통령은 이날 오전 용산 대통령실에서 열린 제28회 국무회의를 주재하면서 모두 발언에서 "최근 주택·부동산 문제 때문에 약간 혼선들이 있었는데 대한민국 투자수단이 부동산으로 한정되다 보니 주택이 투기수단이 되면서 주거불안정을 초래해왔다"며 이같이 말했다.
또 "(국무위원들이) 국회와의 관계에서 오해가 좀 있는 것 같다"며 "대한민국은 국민주권 국가로 모든 권력이 국민으로부터 나오는 것이고, 그 국민주권은 첫째 직접 선출된 권력에 의해 국민주권이 발현되며 그 선출권력으로부터 다시 임명권력이 주어진다"고 했다.
그러면서 "대한민국 선출권력은 대통령·국회의원·자치단체장·기초광역의원 이렇게 구성된다. 모든 권력은 국민으로부터 실현된다"며 "아무리 외형적으로 높은 자리 높은 권한을 가지고 있다 할 지라도 임명 권력은 선출 권력을 존중해야 한다"고 했다.
이어 "국무위원들이 국회 가서 직접 선출 권력에 대해 존중감을 가져주면 좋겠고, 그게 개인적으로 좋든 나쁘든 중요치 않다"며 "국가 기본적 질서에 관한 문제니 최대한 국회를 존중해주시길 당부드린다"고 했다.
더불어 "장마·혹서 대비를 철저히 해달라"며 "한여름이 돼 혹서기가 도래하면 쪽방·노인 취약계층도 위기를 겪는다. 각별히 관심 갖고 잘 관리해주길 부탁드린다"고 덧붙였다.
