최근 이재명 대통령이 고령의 A씨=정치인을 미국 특사로 낙점한 것으로 전해지고 있다. 경제를 아는 사람, 미국과 통할 수 있는 인물이라는 이유가 제시되지만, 그 타당성은 의문스럽다. A씨는 독일에서 경제학 박사 학위를 받았고, 경제민주화를 자신의 정치 브랜드로 삼아왔지만, 국제 외교 무대에서 검증된 바도, 미국과의 외교적 접점에서 중대한 역할을 수행한 이력도 없다.
그는 군사정권 시절 정계에 입문해 여러 정당을 전전하며, 선거 때마다 모습을 드러낸 정치 기생 권력의 대표적인 인물로 평가된다. 이념적 일관성 없이 보수와 진보를 넘나들며, 당의 철학보다 권력에의 접근을 우선해 온 행보는 정치의 실용성이라기보다 변신술에 가까웠다. 그의 등장이 판세를 바꾸거나 국익을 지켜낸 사례는 찾아보기 어렵다. 오히려 그가 전면에 나섰던 경우, 당 내부는 분열되었고, 공약은 모호해졌으며, 선거 전략은 일관성을 잃고 흔들렸다. 책사라는 호칭이 무색할 정도로, 그의 전략은 완결성과 지속 가능성 면에서 늘 미완이었다.
반면, 지금 이재명 대통령이 미국에 보내야 할 특사는 단순한 정치적 상징을 넘어, 미국 정치와 외교 관료 사회, 그리고 한미 안보·경제 동맹의 작동 원리를 정확히 이해하고 있는 인물이 되어야 한다. 특히 예측 불가능한 트럼프를 상대로, 정치 질서의 근본적 변화와 국제 무대의 지형 변동 속에서 대한민국의 생존 전략을 분명히 전달하고, 실질적 우군을 확보할 수 있는 외교형 리더가 절실하다.
이런 시대에 고령이 고려사항이 아니라면 단연코 주목받아야 할 이름은 유종하 전 외교부 장관이다. 그는 미국을 누구보다 깊이 이해하는 정통 외교관이자, 한미 외교의 역사를 체득한 실력자다. 주미 정무참사관을 시작으로, 미주국장, 유엔 대사, 외교부 차관, 외교부 장관 등 요직을 두루 거치며, 미국 국무부, 의회, 싱크탱크, 백악관과의 폭넓고 탄탄한 인적 네트워크를 구축해 왔다. 특히 고위 외교관으로서 닉슨, 카터, 레이건, 부시, 클린턴 시대를 두루 경험했고, 퇴임 후에도 대한적십자사 총재, 대구 세계육상선수권대회 유치위원장으로서 세계를 상대로 한 협상에서 빼어난 성과를 거둔 탁월한 협상가다. 당파를 초월한 실용 외교의 균형감각을 갖춘 그는, 트럼프 시대의 불확실성 속에서도 미국 정가와 세계를 상대로 효과적으로 소통할 수 있는 몇 안 되는 외교부의 살아있는 전설이다.
그는 단순히 영어를 잘하는 외교관이 아니라, 미국의 이익이 어떻게 작동하는지를 꿰뚫고 있는 전략가다. 대미 협상 무대에서 그는 초기 협상 단계부터 미국 측의 입장을 정밀하게 읽어내고, 그에 맞서는 대응 프레임을 설계하는 데 핵심적 역할을 해왔다. 미국과의 수많은 민감한 사안을 다루면서도, 절제된 언어와 신뢰를 기반으로 긴장과 갈등을 조율해온 경험이 풍부하다.
유종하 전 장관의 외교는 뛰어난 협상력을 전제로 한 묵직한 설득의 방식이다. 그는 특정 세력의 입장을 대변하기보다, 한국의 국가이익이 어디에 있는지를 명확하고 단호하게 전달한다. 이것이야말로 트럼프 시대 이후 요구되는 외교의 핵심이다. 정치적 유불리나 정무적 감정이 아닌, 정확하고 유능한 설득력이야말로 지금 외교의 가장 강력한 무기다.
지금 한국 외교는 단순한 전달자의 수준을 넘어야 한다. 안보, 반도체, 우주, 인공지능, 첨단 공급망 등 모든 핵심 아젠다에서 미국과 정교하게 조율하고 전략적으로 협력할 수 있는 고차원의 외교 역량이 절실히 요구된다. 이는 말솜씨나 지명도로 해결될 수 있는 일이 아니다. 오랜 경륜과 국제적 신뢰, 냉철한 전략 감각이 어우러져야만 가능한 영역이다. 미국은 결코 인맥이나 정치적 타이틀 하나로 움직이지 않는다. 누가 말하느냐보다, 어떻게 말하고, 얼마나 신뢰를 받느냐가 훨씬 중요하다. 그렇기에 A씨가 아니라, 유종하가 적임자다. 이재명 대통령이 직접 나서 삼고초려를 하시기를...

Rather, when he came to the forefront, the party was divided, pledges became vague, and election strategies lost consistency and wavered. He is a true diplomat who understands the United States better than anyone else and a skilled person who has mastered the history of ROK-US diplomacy. Starting as the Counselor for Political Affairs to the United States, he held various important positions including Director of the Bureau of American Affairs, Ambassador to the United Nations, Deputy Minister of Foreign Affairs, and Minister of Foreign Affairs, and built a wide and solid personal network with the U.S. State Department, Congress, think tanks, and the White House. In particular, as a senior diplomat, he experienced the Nixon, Carter, Reagan, Bush, and Clinton eras, and after retirement, he served as the President of the Korean Red Cross and the Chairman of the Daegu World Athletics Championships Bidding Committee, and he is an outstanding negotiator who achieved outstanding results in negotiations with the world. With a sense of balance in practical diplomacy that transcends partisanship, he is one of the few living legends of the Ministry of Foreign Affairs who can effectively communicate with the U.S. political world and the world even amidst the uncertainty of the Trump era.

While dealing with numerous sensitive issues with the United States, he has extensive experience in mediating tensions and conflicts based on restrained language and trust.
Former Minister Yoo Jong-ha’s diplomacy is a method of solid persuasion based on excellent negotiation skills. Rather than representing the position of a specific force, he clearly and firmly conveys where Korea’s national interests lie. This is the core of diplomacy required after the Trump era. Accurate and competent persuasion, not political advantages or political emotions, is the most powerful weapon in diplomacy today.
Korean diplomacy must now go beyond the level of a simple messenger. High-level diplomatic capabilities are urgently needed to precisely coordinate and strategically cooperate with the United States on all key agendas, including security, semiconductors, space, artificial intelligence, and advanced supply chains. This is not something that can be solved with eloquence or name recognition. It is an area that requires a combination of long experience, international trust, and cool strategic sense. The United States is never moved by personal connections or political titles. How one speaks and how much one is trusted are much more important than who speaks. That is why Yoo Jong-ha is the right person, not Mr. A. President Lee Jae-myung should step forward and make a strong appeal.
