울진군 ‘금강송 산지농업시스템’, FAO 세계중요농업유산 등재 쾌거

FAO는 7월 8일(현지시간) 이탈리아 로마에서 열린 과학자문평가단(SAG) 회의를 통해 ‘울진금강송 산지농업시스템’을 세계중요농업유산으로 공식 의결했다. 이는 울진군이 2016년 국가중요농업유산으로 지정된 이후, 2023년 5월 FAO에 등재 신청서를 제출하고 약 1년여간 준비한 결실이다.

‘울진금강송 산지농업시스템’은 수령 500년 이상의 금강소나무 군락지 주변에서 오랜 세월 지역 주민들이 임업과 농업을 조화롭게 영위해온 독창적 산지 농업 방식이다. FAO는 이 시스템이 ▲송이채취와 약초 활용 ▲산양삼·산마늘 재배 ▲봇도랑을 활용한 전통 논농사 ▲화전민 생가터 보존 ▲보부상과 주막촌 중심의 자급자족 문화 등에서 유일한(Unique) 가치와 지속 가능성을 갖췄다고 평가했다.

특히 이번 등재 과정에는 FAO 과학자문그룹(SAG)의 현지 실사가 큰 역할을 했으며, 생태·문화적 전통 지식과 지역 주민의 오랜 노력도 긍정적으로 반영됐다. 그 결과 울진군은 △제주 밭담 농업(2014년) △청산도 구들장 논 농업(2014년) △하동 전통차 농업(2017년) △금산 인삼 농업(2018년) △담양 대나무밭 농업(2020년)에 이어, 대한민국 여섯 번째 세계중요농업유산 보유 자치단체가 됐다.

손병복 울진군수는 “이번 등재는 울진군민 모두의 자긍심이자 세계가 인정한 소중한 자산”이라며 “그동안 전통 농업의 가치를 지키며 노력해온 주민들께 깊이 감사드린다”고 전했다. 이어 “앞으로 학술대회 개최, 농촌관광 활성화, 농산물 브랜드 제고 등 다양한 사업을 통해 울진금강송 산지농업의 가치를 널리 알리고 주민 소득 증대에도 기여하겠다”고 밝혔다.

한편, 세계중요농업유산은 2002년 FAO가 창설한 제도로, 식량안정성, 생물다양성, 전통지식, 문화 및 사회적 가치, 경관 등 5가지 기준을 충족하는 농업 시스템을 미래 세대에 계승하기 위해 지정하고 있다.

In particular, the on-site inspection of the FAO Scientific Advisory Group (SAG) played a major role in this registration process, and the ecological and cultural traditional knowledge and long-term efforts of local residents were also positively reflected. As a result, Uljin-gun became the sixth local government in Korea to possess a Globally Important Agricultural Heritage System, following Jeju Batdam Agriculture (2014), Cheongsando Gudeuljang Rice Field Agriculture (2014), Hadong Traditional Tea Agriculture (2017), Geumsan Ginseng Agriculture (2018), and Damyang Bamboo Field Agriculture (2020).

Uljin-gun Mayor Son Byeong-bok said, “This listing is a source of pride for all Uljin residents and a valuable asset recognized by the world,” and added, “I would like to express my deepest gratitude to the residents who have worked hard to preserve the value of traditional agriculture.” He continued, “We will widely publicize the value of Uljin Geumgangsong Mountain Agriculture and contribute to increasing residents’ income through various projects such as hosting academic conferences, revitalizing rural tourism, and enhancing agricultural product brands.”

Meanwhile, the Globally Important Agricultural Heritage Systems (GIAHS) is a system established by FAO in 2002 to designate agricultural systems that meet five criteria: food security, biodiversity, traditional knowledge, cultural and social values, and landscape, in order to pass them on to future generations.
