국민의힘 강대식 의원은 이달 9일 ‘공휴일에 관한 법률 일부개정법률안’을 대표 발의했다.
제헌절을 다시 공휴일로 지정하고, 토·일요일이나 다른 공휴일이 겹칠 경우, 대제공휴일로 의무화 하자는 것이 핵심이다.
제헌절은 대한민국 헌법이 공포된 1948년 7월 17일을 기념하는 날로, △3.1절 △광복절 △개천절 △한글날과 함께 5대 국경일이자 공휴일로 지정된 바 있다.
그러나, 정부는 2008년 제헌절을 공휴일에서 제외했다. 당시 주 5일 근무제가 확산됨에 따라 연간 휴일 수가 늘어났고, 기업 부담이 커진다는 명목 하에 일부 공휴일을 조정한 것이다.
강 의원은 “제헌절은 민주공화국의 근간이 되는 헌법의 제정을 기념하는 역사적 의의가 있는 날”이라면서 “헌법의 중요성과 민주주의의 가치에 대한 국민의 인식을 제고하기 위해 제헌절을 다시 공휴일로 지정하려는 것이다”고 설명했다.
한편, 한글날도 1991년 공휴일에서 제외된 뒤 2013년부터 다시 공휴일로 지정된 바 있다.
