성과는 ‘경주식물원(라원)’ 조성사업 실시계획 변경 인가 과정에서 비롯됐다. 경주시는 해당 사업 부지의 농지보전부담금 납부 여부를 검토하던 중, 과거 해당 토지가 이미 도시계획시설로 지정됐을 가능성을 발견하고 본격적인 자료 수집과 검증에 나섰다.
