[브레이크뉴스 양주= 김완영 기자] 경기도 양주시가 중대재해 예방을 위한 제도적 장치를 마련했다.
이 양주시 중대재해 예방 및 관리에 관한 조례안은 지난 9일 열린 제380회 양주시의회 임시회 본회의를 통과한 것이다.
이번 조례는 처벌 규정 위주로 설계된 「중대재해처벌법」의 한계를 보완해, 예방과 관리 중심의 체계를 구축하기 위해 추진됐다.
조례에는 △중대재해 예방 및 관리계획 수립·시행 △실태조사 시 전문기관 의뢰 △중점관리대상 지정 △재해자 보호를 위한 공제 가입 △예방 유공자 포상 등 세부 방안이 담겼다.
이번 조례 제정을 계기로 양주시는 직접 관리하는 사업장을 대상으로 실태조사와 중점관리대상 지정 등 한층 강화된 안전관리 정책을 추진할 예정이다.
문은경 시민안전과장은 “중대산업재해와 중대시민재해를 함께 예방할 수 있는 제도적 기반이 마련됐다”며 “앞으로 시민과 시 소속 근로자의 안전을 지키기 위해 안전보건관리체계 구축과 이행에 최선을 다하겠다”고 강조했다.
