법무부에 따르면, 해외 과학기술 인재가 보다 쉽게 유입될 수 있고, 국가 재정으로 육성한 고급인재가 우리나라를 떠나지 않고 안정적으로 정착할 수 있도록 대학과 협력 체계를 구축하는‘K-STAR 비자트랙’을 운영할 계획이다.
‘K-STAR 비자트랙’은 그동안 5개 과학기술원 등 한국과학기술원(KAIST), 대구경북과학기술원(DGIST), 울산과학기술원(UNIIST), 광주과학기술원(GIST), 과학기술연합대학원대학교(UST) 을 졸업한 유학생에 대해서만 상기 혜택을 부여했던 ‘과학기술 우수인재 영주·귀화 패스트트랙’ 제도를 확대·개편한 제도로서, 평가를 통해 추가 지정되는 20여개의 일반대학 유학생도 취업 요건 없이 거주자격(F-2) 신청이 가능해진다.

이번 제도 개편을 통해 연간 약 100명 수준이던 외국인 우수인재(F-2) 규모가 400명으로 확대될 전망이며, 이를 통해 석·박사급 외국인 우수인재들이 국내 연구 현장에서 안정적으로 활동을 이어 나갈 수 있을 것으로 기대된다.
법무부는 지난 23일 ‘K-STAR 비자트랙’제도의 이해를 돕기 위해 정부과천청사에서 관계부처와 27개 대학을 대상으로 사업설명회를 개최하고, 미래성장동력을 이끌 외국인 우수인재 유치 및 정착 지원을 위한 비자 운영 계획을 소개했다.

이번 사업설명회를 시작으로, 10월까지 대학별 신청 접수가 진행되며 교육부와 과기부가 추천한 대학평가분야 및 과학기술분야의 전문가로 구성된 민간평가단의 심사를 거쳐 12월에 최종 선정대학이 발표된다.
