같은 공장에서 최근 1년 사이 3차례 유사한 화학물질 사고가 발생한 것으로 드러나면서 허술한 안전관리 실태가 도마에 올랐다.
24일 포항북부소방서에 따르면 이날 오전 10시 15분경, 해당 공장에서 130t 규모의 탱크에 황산을 주입하던 중 황산 약 1ℓ가 작업자 2명의 몸에 튀었다. 30대 남성 근로자 2명은 각각 목과 손 부위에 2도 화상을 입었으며, 응급처치를 받은 뒤 병원으로 이송됐다.
황산은 피부 접촉 시 심각한 화학 화상을 유발하는 강산성 유독 물질로, 누출 시 대기 및 토양 오염 위험도 높다. 특히 공장과 같은 밀폐된 공간에서의 유출은 더 큰 사고로 이어질 수 있어 각별한 관리가 요구된다.
하지만 이 공장에서의 화학물질 사고는 이번이 처음이 아니어서 ‘안전불감증’이 도마에 올랐다.
지난해 10월 24일, 같은 공장에서 황산 1.8ℓ가 누출되며 작업자가 전신에 2~3도 화상을 입었고, 올해 2월 27일에도 황산 1ℓ 유출로 20대 근로자가 화상을 입는 사고가 있었다.
이처럼 1년 새 3건의 황산 유출 사고가 반복되고 있음에도 불구하고, 근본적인 안전 대책이 마련되지 않고 있다는 점에서 관리·감독 당국의 책임론도 불거질 전망이다.
사고 직후 공장 측은 밸브를 즉시 차단하고 황산을 수거하는 등 긴급 조치를 취했지만, 일시적인 대응에 불과하다는 지적이다. 특히 반복된 사고 경위가 대부분 배관 점검 혹은 탱크 주입 중 발생했다는 점에서 구조적·시스템적 결함 가능성도 제기되고 있다.
경찰과 소방 당국은 사고 원인과 더불어 안전관리 체계 전반에 대한 조사에 착수했다. 관계 당국은 이 공장의 작업 공정 전반에 걸쳐 화학물질 취급 기준 위반 여부와 근로자 보호 조치 이행 상태를 면밀히 들여다볼 방침이다.
시민단체와 지역 노동계는 “이번 사고는 단순한 작업 중 실수가 아니라, 안전을 뒷전으로 한 구조적 문제의 결과”라며 철저한 진상 조사와 재발 방지를 위한 제도 개선을 촉구하고 있다.
