이를 위해 포항시청 내 ‘철강산업 전담 TF’를 구성해 포스코 본사에 상주 파견하고, 기업과 시가 ‘원팀’으로 움직이는 체계를 만들어야 한다고 제안했다. 그는 “시가 기업과 함께 뛰어야 포항이 다시 일어설 수 있다”고 했다.
문 원장은 또 최근 포스코의 투자 방향이 광양과 성남 등 타 지역에 집중되고 있는 현실에 대한 우려도 나타냈다. 그는 “포항제철소 일부 공장의 가동 중단이 철강산업 기반이 무너지고 있다”며 “이대로라면 포항은 더 이상 ‘철의 도시’가 아닐 수도 있다”고 말했다.
특히 지역 경제계에서 제기돼온 “광양-포항 간 경제 격차는 포스코와 포항시 간의 갈등에서 비롯됐다”는 시각을 소개하며, “이제는 갈등을 접고 협력 관계를 복원할 때”라고 강조했다.
문 원장은 나아가 일본 이바라키현 카시마시의 사례를 언급하며 “지방정부가 기업을 행정 중심에 두고 적극적으로 지원할 때, 지역 경제는 살아난다”고 강조했다.
그는 “포항이 다시 날기 위해서는 행정도, 시민도, 기업도 함께 가야 한다”며 “지역 역량을 갈등이 아닌 성장과 회복에 집중할 때”라고 말했다.
