Rep. Kim criticized the situation, stating, “If guidelines can be ignored just by consulting with the project owner, why would any construction company bother to comply?” He added, “This is a textbook case of performative and ineffective bureaucracy that disregards public safety.”

Kim further stressed the need for action, urging the ministry to ensure that site inspection agencies such as regional land management offices and the Korea Infrastructure Safety and Technology Corporation incorporate the guidelines into their inspection manuals and strengthen oversight.
