브레이크뉴스 정민우 기자= 최근 2022년부터 2024년까지 3년간 한국국제협력단(KOICA, 코이카)의 해외사무소 임차료로 약 167억 원을 지불한 것으로 나타났다.
더불어민주당 이재정 의원이 코이카로부터 제출받은 자료에 따르면 코이카는 현재 총 46개 해외사무소와 1개 분사무소를 운영 중이다. 이곳들의 임차료는 2022년 약 48억8700만 원에서 2024년 62억9600 만 원으로 29% 증가했다.
2022년부터 2024년까지 지출한 임차료만 167억 원에 달한다. 올해 상반기까지 38개 사무소에 약 29억6700만 원의 임차료를 집행했다.
이를 같은 기간으로 치환해 사무소당 반기별 평균 임차료를 살펴보면, 2022년에는 5300만 원, 2023년6000만 원, 2024년 6600만 원이었고, 올해 상반기는 7800만 원으로 나타났다.
3년 만에 약 47%의 가파른 상승률을 보였으며, 2022년부터 2024년까지 2년간 1300만 원이 인상된 데 반해, 올해는 작년 대비 1200만 원이 급증한 것으로 분석됐다.
또한, 코이카의 해외사무소 설치 규정 제 4조 제 2항에 ‘해외사무소는 재외공관 내 설치한다. 단, 특별히 필요하면 별도의 사무실을 운영할 수 있다’고 명시돼 있음에도 불구하고, 코이카가 운영하는 사무소 중 재외공관 내 설치된 곳은 단 한 곳도 없었다.
이에 이 의원은 “코이카 해외사무소 설치에 실효성 있는 기준이 미흡하다”며 “해외사무소의 설치나 확대는 필요하다면 추진해야 하지만, 연간 60억 원 규모의 예산이 소요되는 만큼 원칙에 따라 재외공관 내 설치 방안도 검토하는 등 효율적인 해외사무소 운영 방안을 마련해야 한다”고 말했다.
