시에 따르면 현재 추진 중인 기초기금 사업은 총 4건으로, ▲2022~2023년 귀농·귀촌 체류시설 ‘웰컴팜하우스’ 조성 ▲2024년 ‘신실크로드 520센터’ 조성 ▲2025년 ‘스마트 골든밸리’ 조성 ▲2025년 중소기업 특례보증 금융지원 등이 포함된다.
이들 사업은 주요 인허가 및 설계 절차를 대부분 마무리하고, 본격적인 공정 추진과 집행률 제고 단계에 들어섰다.
가장 먼저 진행된 ‘웰컴팜하우스 조성사업’은 내남면 상신리 1298번지 일원(신농업혁신타운 내)에 귀농·귀촌인을 위한 체류형 주거·교육 복합단지를 조성하는 사업으로, 총사업비 79억 원(기금 35억 원, 도·시비 44억 원)이 투입된다. 현재 기금 집행률은 73%(25억 4천만 원)로, 연내 전액 집행 완료를 목표로 하고 있다.
‘신실크로드 520센터 조성사업’은 성건동 167-11번지 일원에 외국인과 지역민이 함께 교류할 수 있는 복합문화공간을 조성하는 사업이다. 총사업비 32억 원(기금 16억 원, 시비 16억 원)이 투입되며, 지난 9월 착공 이후 현재 기금 집행률은 41%(6억 4천9백만 원)에 달한다. 내년 6월 준공을 목표로 순조롭게 추진 중이다.
‘스마트 골든밸리 조성사업’은 내남면 상신리 신농업혁신타운 내(1288·1289번지)에 스마트농업 체험장과 교육장을 구축하는 사업으로, 총사업비는 22억 원(기금 17억 4천만 원, 시비 4억 6천만 원)이다. 지난 3월 실시설계를 마쳤으며, 이달 중 착공해 11월까지 기금 집행률을 52%(8억 9천9백만 원)로 끌어올리고 내년 2월 준공을 목표로 하고 있다.
경주시는 이러한 사업들을 통해 신농업혁신타운의 기능을 강화하고, 귀농·귀촌 활성화를 통한 인구유입 및 첨단 농산업 기반 조성에 기여할 것으로 기대하고 있다.
경주시 관계자는 “초기에는 연약지반 보강과 설계 변경 등으로 집행률이 낮았으나, 현재 대부분의 행정절차가 마무리되어 본격적인 집행 단계에 들어섰다”며 “사업 추진 속도를 높여 시민이 체감할 수 있는 성과를 조기에 창출하겠다”고 밝혔다.
또한 그는 “앞으로는 지방소멸대응기금 운용방식이 단순한 시설 조성 중심에서 벗어나 실질적인 인구유입과 지역 활력 제고로 이어질 프로그램 중심으로 전환될 것”이라며 “새로운 형태의 기금 사업을 적극 발굴하겠다”고 덧붙였다.
한편, 경주시는 2026년도 지방소멸대응기금 신규 사업으로 ▲힐링 스마트팜 스퀘어 조성 ▲지역 연고산업 정주 인력 양성사업 ▲중소기업 특례보증 금융지원 ▲‘일상이 여행이 되는 마을’ 행복황촌 사업 등 4개 사업을 공모 신청했으며, 지역 특성에 맞는 지속가능한 인구유입 모델 구축을 목표로 추진하고 있다.

Meanwhile, Gyeongju City has submitted four new applications for the 2026 Local Extinction Response Fund: ▲Healing Smart Farm Square Creation, ▲Local Industry Settlement Human Resource Development Project, ▲Special Guarantee Financial Support for SMEs, and ▲Happy Hwangchon Project, a "Village Where Everyday Life Becomes a Journey." The city aims to establish a sustainable population inflow model tailored to the region's unique characteristics.
