HUG는 장기간 채무를 상환하지 않는 악성 임대인, 법인의 연대보증인 등에 대한 채권회수 실적 제고를 위하여 은닉재산 신고센터를 ‘22년 9월부터 운영하고 있다. 신고 대상은 채무관계자가 국내 또는 해외에 은닉한 재산적 가치가 있는 모든 종류의 유·무형 재산이다.
최근 3년간 신고센터에 접수된 65건의 신고 가운데 실제 회수까지 이어진 사례는 단, 4건에 불과하다. 총 채권액 595억 원 가운데 회수된 금액은 약 1억 5천만 원으로 회수율은 고작 0.3%에 그쳤다.
유사한 제도를 운영중인 한국자산관리공사(KAMCO)는 채권액 32.7억 원 중 5.2억을 회수했고, HUG와 비교하면 50배 이상 실적이다. 심지어 채권회수 소요기간도 KAMCO는 3개월 이내인 반면 HUG는 일반적으로 법적절차진행 및 채권회수까지 평균 2년 3개월~4년이 걸렸다.
