구자근 국회의원(국회 산업통상자원중소벤처기업위원회)이 문제점을 지적하자 한성숙 중소벤처기업부 장관이 이를 인정하고 사업 개편을 약속했다.
중기부는 오는 31일 개선 내용을 공식 공고할 예정이다. 이에 따라 특정 협회 회원사 중심의 지원 구조에서 벗어나 더 많은 중소기업들이 혜택을 받을 수 있을 것으로 보인다.
K-뷰티론 사업은 우수 화장품 브랜드의 신제품 생산 비용을 지원하는 정책이다. 올해 4월부터 기업당 최대 1억 원, 연 2회까지 정책자금 저리 대출을 제공해 총 200억 원 예산이 투입됐다. 하지만 지원 자격이 ‘대한화장품협회 회원사’ 또는 해당 회원사와 거래하는 기업으로 한정되면서 논란이 불거졌다. 전국 약 4,800개 화장품 제조사 가운데 협회 소속사는 120여 개에 불과하며, 이 중 다수가 대기업이나 중견기업이라는 지적이다.
구자근 의원은 이날 국회에서 한성숙 중소벤처기업부 장관을 상대로 "사업 시행 이후 4개월 만에 협회 회원사가 43개나 늘어난 것은 중소기업들이 울며 겨자 먹기로 협회에 가입한 것 아니냐"며 "정부가 특정 협회·단체를 밀어주는 것 아니냐"는 의혹을 제기했다.
이에 한성숙 장관은 문제점을 인정하고 "지원 대상 선정 시 협회를 거치지 않도록 제도를 개선하겠다"며 "오는 10월 31일자로 사업 변경 내용을 공고하겠다"고 밝혔다.
이번 제도 개선으로 K-뷰티론의 본래 취지인 중소 화장품 제조기업 지원이 더욱 공정하고 폭넓게 실현될 전망이다. 앞으로는 협회 가입 여부와 무관하게 기술력 있는 중소기업도 정부 지원을 받을 수 있게 되어, 국내 K-뷰티 산업의 저변 확대와 경쟁력 강화에도 긍정적 영향을 줄 것으로 기대된다.
