대중문화교류위원회, 출범 하루 만에 법적·예산 논란

【브레이크뉴스 대구】진예솔 기자=최근 출범한 대중문화교류위원회가 하루 만에 대통령령 제정과 예산 편성, 행사 관련 수의계약까지 신속히 추진한 것으로 드러나 행정절차법과 국가계약법 위반 논란이 제기됐다.

국회 문화체육관광위원회 소속 김승수 국민의힘 의원(대구 북구을)은 30일 국회에서 기자회견을 열고 “국가데이터센터 화재로 행정 시스템이 마비된 상황에서도 대통령과 문화체육관광부는 위원회 출범식을 강행했다”며 “입법, 예산, 계약 절차를 모두 무시한 조치”라고 비판했다.

당일 국가데이터센터 화재로 정부 시스템이 15.6%가량만 복구된 가운데, 대통령과 문체부 장관은 행사장에서 K-팝 응원봉을 들고 출범식을 진행했다. 김 의원은 “국민과 공무원들이 재난을 수습하는 와중에 일회성 행사만 강행됐다”고 지적했다.

대중문화교류위원회 대통령령은 통상 5~7개월 걸리는 제정 과정을 불과 22일 만에 마쳤다. 입법예고 기간도 법정 40일에 미치지 못하고 10일 만에 완료한 것으로 드러났다. 이 과정에서 규정안 조항이 반복되거나 핵심 기능 조항이 다른 조문으로 옮겨지는 등 수정도 급하게 진행됐다는 지적이다.

예산 집행 과정 역시 석연치 않았다. 출범식 예산 9억 2천만 원은 한국예술종합학교 예산을 이메일 한 통으로 통보받아 배정됐고, 전체 예산의 절반 가까이가 행사비로 사용됐다. 임차료 9,900만 원, 시설비 2억 4천만 원, 자산취득비 7,200만 원 등 대다수가 관리·홍보 비용으로 지출됐으며, 회의·간담회 수당은 500만 원에 불과했다.

행사 용역업체와의 수의계약도 논란이 됐다. 문체부는 9월 25일 오후 1시 25분, 대통령령 제정 및 예산 승인 당일 4억 4천만 원 상당의 수의계약을 체결했다. 김 의원은 “제정과 예산, 계약이 모두 같은 날 이뤄진 점, 업체가 사전 회의에 참여한 정황 등을 볼 때 국가계약법 위반 소지가 크다”고 지적했다.

김 의원은 “위원회 설치 근거, 예산 집행, 발대식 계약이 모두 하루 만에 이뤄진 것은 행정 난맥의 극치”라며 “위법 여부를 철저히 감사하고, 문제가 확인되면 즉각 감사원 감사와 형사 고발이 필요하다”고 강조했다.

The Ministry of Culture, Sports and Tourism signed a 440 million won contract at 1:25 PM on September 25th, the same day the presidential decree was enacted and the budget was approved. Rep. Kim pointed out, "Considering the fact that the enactment, budget, and contract were all signed on the same day, and the company's participation in a preliminary meeting, there is a strong possibility of a violation of the Government Contracts Act."

Rep. Kim stated, "The fact that the committee's establishment, budget execution, and inauguration contract were all signed in one day is the height of administrative chaos." He emphasized, "A thorough audit is necessary for any violations, and if any issues are identified, an immediate audit by the Board of Audit and Inspection and criminal charges should be filed."
