포항시는 이를 회계 부정 및 직무상 위조로 판단하고 지난 8월 경찰에 고발했다. B씨는 계약 해지와 함께 공전자기록위작 혐의로 수사를 받고 있다. 하지만 인감증명서를 발급한 A 의원 본인은 아무런 책임도 지지 않고 있다.
한 공무원은 “시의원의 요청은 사실상 ‘명령’처럼 받아들여진다. 예산과 인사, 지역 민원에 영향력을 가진 인물이라면 계약직 공무원이 거절하기란 현실적으로 어렵다”고 말했다.
또 다른 논란은 C 의원(국민의힘)의 특정 업체 수의계약 종용 의혹이다. 해당 의원이 사업부서 공무원에게 “특정 업체의 사업자 면허가 나올 때까지 계약을 보류하라”고 요구했다는 주장이 나오면서, 시의원이 공사 이권에 개입한 것 아니냐는 의혹이 제기됐다.

이같은 의혹에 대해 C 의원은 “행정사무감사에서 경쟁을 통한 수주를 지적했을 뿐, 특정 업체와 개인적 관련은 없다”고 해명했다. 하지만 시청 내부에서는 “일부 시의원들의 이권 개입과 압박이 사실상 권리남용 수준에 이르고 있다”는 불만이 공무원 사이에서 고조되고 있는 것으로 전해졌다.
