교동 일대는 최근 젊은층이 모이는 음식점과 주점이 급증하면서, 새벽에 배출된 음식물 쓰레기 용기가 하루 종일 인도에 방치되는 문제가 심각하게 나타났다.
이로 인해 악취와 보행 불편, 관광객의 민원까지 이어졌지만, 기존의 단속 중심 행정으로는 한계에 부딪혔다.
이에 중구 환경과는 ‘현장에서 답을 찾자’는 적극행정 원칙 아래, 전국 최초로 음식물 수거 실명제 기반의 생활환경 개선사업을 시행했다.
각 업소 간판 이미지를 스티커로 제작해 음식물 수거용기에 부착함으로써 소유주를 명확히 표시했다. 수거를 마친 용기는 즉시 해당 업소 앞으로 돌려놓는 방식이다.
중구청 직원들은 교동 일대 61개 업소를 직접 방문해 170여 개의 용기를 세척하고, 간판 이미지를 촬영한 뒤 스티커를 제작해 붙였다. 상인들과 꾸준히 협의를 이어가며 참여를 유도하는 등, 행정과 민간이 함께 힘을 모으는 현장 중심 행정을 실현했다.
그 결과, 교동 일대의 악취 관련 민원은 전년도 대비 72% 줄었고, 음식물 용기가 길에 방치되는 시간도 평균 11시간에서 2시간 이내로 대폭 단축됐다.
거리 미관 역시 눈에 띄게 달라지면서 “가게 앞이 깨끗해지니 손님이 늘었다”는 상인들의 반응도 잇따랐다.
류규하 중구청장은 “작은 아이디어와 실천만으로도 시민의 삶의 질이 얼마나 달라질 수 있는지 보여준 대표 사례”라며, “앞으로도 주민이 체감하는 생활밀착형 행정을 꾸준히 발굴해 나가겠다”고 밝혔다.

In response, the Jung-gu Environment Department, guided by the proactive administrative principle of "finding solutions on the ground," implemented a living environment improvement project based on a real-name food waste collection system, the first of its kind in the nation.
Sticker images of each business's signage were attached to food waste collection containers to clearly identify their owners. After collection, containers are immediately returned to the designated business.
Jung-gu Office staff visited 61 businesses in the Gyo-dong area, washed approximately 170 containers, photographed signage images, and produced and attached stickers. By consistently engaging with merchants and encouraging their participation, they implemented a field-oriented approach that brought together the government and the private sector.
As a result, complaints related to odors in the Gyo-dong area decreased by 72% compared to the previous year, and the average time food containers were left on the street was drastically reduced from 11 hours to less than two hours.
The streetscape also saw a noticeable improvement, with merchants expressing, "With our storefronts cleaner, we've seen an increase in customers."
Jung-gu Mayor Ryu Gyu-ha stated, "This is a prime example of how even small ideas and actions can significantly improve the quality of life for residents." He added, "We will continue to develop administrative approaches that are tangible and relevant to residents."
