가톨릭대학교 김라경 교수가 좌장을 맡아 진행했으며, 특수교육 관련 현안 및 개선 과제를 주제로 발표와 토론이 이어졌다.
발표에서는 인천 특수교육 개선 추진 현황과 인천형 특수교육 지원 체계 연구 결과를 제시했으며 이어진 토론에서는 현장의 특수교사, 인천장애인부모연대, 인천장애인교육권연대 등 단체 대표 5명이 참여해 현장의 어려움과 필요한 정책적 지원 방안을 논의했다.
