세종시교육청, ‘자율적 내부통제’ 강화 나서

세종시교육청이 공직 부패와 행정 오류 예방을 위한 자율적 내부통제 강화를 본격화했다.

세종시교육청은 5일 본청 대강당에서 간부 및 부서(기관)장, 전 직원을 대상으로 ‘자율적 내부통제 제도의 이해’ 연수를 개최했다고 밝혔다. 이번 연수는 공직자 스스로 업무의 위험 요인을 진단하고, 감사 이전 단계에서 행정 오류와 비리를 예방하기 위한 취지로 마련됐다.

세종시교육청은 현재 △K-에듀파인(클린재정) 시스템 △자기진단제도 △투명한 정보공개 추진 등 세 가지 축을 중심으로 자율적 내부통제 제도를 운영하고 있다.

K-에듀파인 시스템은 회계 처리 과정에서 오류나 위험 요인이 발생할 경우 자동 경보 기능을 통해 사전 차단하도록 설계됐다. 자기진단제도는 인사, 업무추진비, 보조금, 개인정보보호, 정보공개 등 주요 행정 영역을 대상으로 연 2회 점검을 실시해 잠재적 위험 요인을 조기에 발견하는 역할을 한다. 

또, 업무추진비와 법인카드 사용 내역 등 주요 정보를 상시 공개함으로써 시민의 알권리를 보장하고 행정 투명성을 높이는 데 주력하고 있다.

이날 연수에는 서강대학교 경영대학 이종운 교수가 초청돼 ‘자율적 내부통제 제도의 이해와 실천’을 주제로 강의를 진행했다. 이 교수는 “공직자 스스로 위험 요인을 인식하고 내부 점검을 실천해야 부정과 실수를 예방할 수 있다”며 “내부통제는 조직의 신뢰와 청렴의 기반”이라고 강조했다.

세종시교육청 관계자는 “이번 연수를 계기로 구성원 모두가 스스로 점검·예방하는 청렴한 조직문화가 자리 잡도록 지속적으로 제도를 강화하겠다”고 말했다.
