이번 문화제는 조선시대 수토사들의 출정과 임무 수행 과정을 생생히 재현함으로써 울진이 대한민국 영토 수호의 역사적 출발점임을 널리 알리고, 군민의 자긍심을 높이기 위해 마련됐다.
행사의 하이라이트인 ‘수토사 출정 행렬’에서는 수군 복장을 갖춘 수토사 일행이 수토문화쉼터에서 대풍헌까지 행진하며 당시의 장엄한 출정 장면을 재현한다. 특히 지역 주민들도 행렬에 참여해 독도 수호의 의지와 단결을 함께 보여줄 예정이다.
또한 출정 전 대풍헌에서는 ‘수토 고유제’가 봉행돼, 수토사들이 울릉도로 향하기 전 신명에게 임무 수행을 고하던 의식이 재현된다.
이 밖에도 울진 지역 예술단체들이 전통과 현대가 어우러진 공연을 선보이고, 다양한 먹거리와 체험 프로그램 등 부대행사가 마련돼 방문객들에게 다채로운 즐길 거리를 제공한다.
울진군은 앞으로 수토문화제를 독도 수호 역사를 상징하는 전국적 문화 브랜드 축제로 발전시켜 국민적 관심과 참여를 확대해 나간다는 계획이다.
손병복 울진군수는 “울진은 200여 년간 조선의 수토사들이 울릉도와 독도로 출정하던 대한민국 독도 수호의 출발점이자 역사적 정통성을 지닌 고장”이라며 “이번 수토문화제를 통해 그 숭고한 정신을 계승하고, 국민이 함께 참여하는 대표 문화축제로 발전시켜 나가겠다”고 말했다.

Through this Suto Cultural Festival, we will inherit that noble spirit and develop it into a representative cultural festival in which the public can participate."
