[브레이크뉴스=배종태 기자] 부산시가 해양수산부의 부산 이전을 앞두고 부동산 시장 질서 교란 행위를 선제적으로 차단하기 위해 합동 점검에 나섰다. 시는 지난 9월부터 10월까지 실시한 부동산중개업소 특별 합동 지도·점검 결과, 공인중개사법 위반이 의심되는 사례 4건을 적발했다고 12일 밝혔다.
해수부 이전 대비 합동 단속
시는 특별사법경찰, 토지정보과, 구·군 관계 부서로 구성된 3~5인 1조의 합동 점검반을 편성해 불시 현장 단속을 진행했다. 이번 점검은 해양수산부 임시 청사 예정지인 동구를 비롯해 학군지와 대단지 아파트 등 전·월세 담합 우려 지역의 부동산중개업소를 중심으로 추진됐다.
점검 대상은 동구 IM빌딩과 협성타워 등 해수부 임시 청사 주변을 포함한 7개 구·군 66개소로, 동구 6개소, 부산진구 17개소, 영도구 6개소, 남구 9개소, 해운대구 9개소, 동래구 10개소, 수영구 9개소가 불시 점검을 받았다.
중대한 위법 없음, 일부 업소 조사 착수
점검 결과 대부분의 중개업소는 공인중개사법을 준수하고 있었으며, 전월세 담합이나 허위 매물 등 중대한 위법 행위는 발견되지 않았다.
그러나 일부 업소에서는 ‘중개사무소등록증 대여’ 등 무자격자의 중개행위가 의심되는 2건이 적발돼 시 특별사법경찰이 수사에 착수할 예정이다. 이와 별도로, 게시 의무 미이행 등 경미한 위반 2건은 현지 시정 및 계도 조치가 이뤄졌다.
시민 주거 안정 위한 지속 단속
시는 해수부 직원들의 원활한 부산 정착을 지원하는 동시에, 불법 중개 행위 차단을 통해 지역 부동산 시장 안정에 힘쓸 방침이다. 부산시는 각 중개업소에 부동산 관련 불법행위 근절 협조를 요청하며, 시민 불편 최소화와 시장 질서 유지를 위한 지속적인 단속·수사를 예고했다.
박형준 시장은 “이번 점검은 해양수산부 이전에 따른 부동산 시장 교란을 사전에 차단하기 위한 조치로, 시민의 주거 안정과 시장의 건전한 거래 질서를 확보하는 데 목적이 있다”며 “앞으로도 구·군과 긴밀히 협력해 해수부 직원의 안정적 부산 정착과 지역 주거 안정을 함께 도모하겠다”고 밝혔다.

Busan City has launched a joint inspection of real estate agencies to prevent rent collusion and illegal brokerage activities ahead of the Ministry of Oceans and Fisheries’ relocation to the city. The month‑long inspection, carried out from September to October, resulted in the detection of four suspected violations of the Licensed Real Estate Agents Act, officials said Wednesday.
Joint Inspections Target Key Residential Areas
The city formed joint inspection teams of three to five officials from its special judicial police, Land Information Division, and relevant district offices. The teams conducted unannounced on‑site checks focusing on areas likely to experience rental speculation, including the ministry’s temporary office site in Dong‑gu and nearby residential districts such as school zones and large apartment complexes.
In total, 66 real estate offices across seven districts were inspected, including six in Dong‑gu, 17 in Busanjin‑gu, six in Yeongdo‑gu, nine in Nam‑gu, nine in Haeundae‑gu, ten in Dongnae‑gu, and nine in Suyeong‑gu.
Most Agencies Comply, Minor Violations Found
Most of the inspected agencies were found to be in compliance with the law, with no serious cases of rental collusion or false listings uncovered. However, two agencies were suspected of allowing unlicensed individuals to act as brokers through the illegal lending of office registration certificates. The city’s special judicial police have launched investigations into those cases.
Two additional cases involving failure to properly display mandatory registration documents were corrected on site and subject to administrative guidance.
Focus on Stable Relocation and Market Order
City officials emphasized that the inspection aimed to stabilize the local housing market and support a smooth transition for ministry employees moving to Busan. The city also urged real estate agencies to cooperate in preventing illegal practices that could disrupt the market.
Mayor Park Heong‑joon said, “This joint inspection is a proactive effort to prevent any disorder in the real estate market ahead of the ministry’s relocation. We will continue close cooperation with district offices to ensure stable settlement for ministry employees and safeguard housing stability for local residents.”
