대구시의회 하중환 의원(달성군1)은 12일 열린 대구의료원 행정사무감사에서 낮은 장애인 고용률과 빠르게 늘어나는 고용부담금 문제를 조목조목 지적하며, 공공기관으로서 사회적 책임을 다하라고 강하게 요구했다.
하 의원에 따르면, 내년부터 공공기관의 장애인 의무고용률은 3.8%로 상향된다. 그러나 현재 대구의료원의 장애인 고용률은 1.54%에 그쳐 기준의 절반에도 못 미치고 있다. 최근 3년간 고용률은 줄곧 하락세를 보였고, 고용부담금은 1억 1천여만 원에서 1억 8천만 원으로 56% 넘게 폭증했다.
하 의원은 “공공의료기관이 시민 세금으로 비정상 운영을 덮는 것”이라며 목소리를 높였다.
또한 “서울, 부산, 인천 등 주요 도시 의료원들은 장애인 고용률이 꾸준히 증가하고 있지만, 대구의료원만 거꾸로 가고 있다”고 강조했다.
이어 “전국 의료원 중 대구의료원이 장애인 의무고용 미이행 기관 명단에 포함된 건 부끄러운 일”이라며 질타했다.
대구시 산하 전체 기관이 연간 6억 원가량의 고용부담금을 내고 있는데, 이 가운데 대구의료원이 3분의 1에 해당하는 1억 8천여만 원을 부담하고 있는 것도 문제로 지적됐다.
하 의원은 “공공의료기관조차 장애인 고용 의무를 다하지 않아 시민의 혈세가 낭비되고 있다. 사업 예산은 줄여야 하고 집행도 어렵다는데, 부담금으로 수억 원을 날리는 게 말이 되느냐”고 꼬집었다.
특히 하 의원은 지난해 행정사무감사에서 같은 문제를 지적했음에도 불구, 오히려 상황이 나빠졌다고 지적했다.
그는 국립암센터의 장애인 예술단 창단처럼 실질적인 장애인 일자리 확충 모델 도입, 장애인 표준사업장 설립, 행정 보조·의무 기록관리·원무 지원 등 의료·일자리·문화예술이 연계된 다양한 직무 개발이 필요하다고 강조했다. “공공의료기관은 사회적 약자 고용 확대에 모범이 되어야 한다”는 입장이다.
이날 김시오 대구의료원장은 “장애인 고용 문제에 대해 책임을 통감한다”며 “표준사업장 설립 등 다양한 고용 확대 방안을 적극 검토하겠다”고 밝혔다.
대구의료원이 이번 감사를 통해 형식적 답변에 그치지 않고, 시민의 혈세를 지키는 책임 있는 기관으로 변화할지 주목된다.

He emphasized the need to introduce practical models for expanding employment opportunities for people with disabilities, such as the National Cancer Center's creation of a disabled arts troupe, establish standard workplaces for people with disabilities, and develop diverse job opportunities that connect healthcare, employment, and the arts and culture. He stated, "Public medical institutions must be exemplary in expanding employment opportunities for the socially vulnerable."
Daegu Medical Center Director Kim Shio stated, "We deeply recognize our responsibility for the employment of people with disabilities," and added, "We will actively consider various employment expansion measures, including the establishment of standard workplaces."
