세종시의회는 19일 벤치마킹을 위해 세종시의회를 찾은 이천시의회 방문단을 맞이했다고 밝혔다.
시의회에 따르면 이번 방문에는 박명서 이천시의회 의장을 비롯해 의정모니터단 4명, 의회사무과 직원 등 총 16명이 참여했다.
이들은 세종시의회는 시민참여 기반으로 운영된 ‘의정모니터단’의 성과를 공유하고, 세종시의회의 시민참여 모델을 홍보하는 등 의정활동의 범 지역적, 질적 향상을 모색했다.
세종시의회는 방문단을 대상으로 의정모니터단의 선발부터 분과 운영 체계, 의견 제출 및 심사 방식, 동아리 활동, 지정·특정 과제 운영 등 세부적인 실무 시스템을 소개했다.
특히 제4기 의정모니터단은 시민 의견 제출이 활발해지고 의견의 전문성 등 질적 수준도 향상되어 2024년 지방의회 우수사례 경진대회에서 장려상을 받으며 전국적으로 우수성을 인정받은 바 있다.
이천시의회 방문단은 세종시의회의 ‘피드백 기반 의견 순환 처리 구조’, ‘모니터링 체크리스트를 통한 평가 체계’, ‘분과 중심 모니터활동’ 등 정교한 시민참여 시스템에 많은 관심을 보였다.
임채성 세종시의회 의장은 환영 인사에서 “세종시의회 의정모니터단은 시민의 생생한 목소리를 의정활동에 직접 반영하며 투명성과 책임성을 높여온 제도”라며, “세종의 경험과 비결을 아낌없이 공유해, 이천시의회가 시민과 함께하는 참여형 의정을 구축하는 데 도움이 되고자 한다”고 말했다.
