젤렌스키의 최측근 인사들이 연루된 에너지 인프라 공기업들의 뇌물 수수 및 비리들이 마침내 반(反) 부패 기관들의 끈질긴 수사로 인해 마침내 고스란히 드러나게 된다. 이와 같인 우크라이나의 구조적인 부패는 물론 늘 있는 얘기라 그다지 뉴스거리가 안될 수 있지만 받아 먹은 뇌물의 규모와 대통령 최측근 인사가 여기에 연루되었다는 점, 그리고 대통령과 반부패 기관 간에 치열한 암투가 벌어지고 있다는 점, 그리고 러시아군이 대규모로 공습함으로 발생하는 정전 사태, 이어 도네츠크 전선에서 매우 불리하게 전개되고 있는 전황 등이 맞물려 현 뇌물 사건의 경우, 계엄을 연장하여 계속 불법으로 대통령 직위를 연기해 온 젤렌스키의 정치적 위상을 흔들 수 있는 대형 스캔들이 터진 것이라 보면 된다. 국가 반(反) 부패국(나부, NABU)가 지난 10일, 에너지 부문의 대규모 부패 사건 수사의 일환으로 티무르 민디치(Тимур Миндич)의 자택을 압수 수색했다. 이는 대통령궁을 집중적으로 지목한 것이나 다름없다. 그러나 민디치는 압수 수색 전날인 9일에 해외로 도피했다. 필자는 이것도 우크라이나 사법부에서 미리 알려주고 도피시킨 것으로 보고 있다. 그렇지 않고 나부(NABU)의 압수 수색을 어떻게 알고 그가 빠져 나갈 수 있었을까? 이는 사법부와 젤렌스키 행정부의 도움 없이는 불가능하다.
전 에너지 장관이자 현 법무부 장관인 게르만 갈루셴코(Герман Галушенко), 에너지 국영기업 에네르고아톰(Energoatom)의 전, 현직 대표들, 그리고 나부(NABU)가 공개한 도청 자료에 등장하는 인물들은 여전히 우크라이나에 남아 있는데 이들이 남아 있는 이유는 아마 젤렌스키가 나중에 꼬리 잘라도 되는 인물들, 혹은 수많은 재산을 두고 빠져나갈 수 없는 인물들이라 보면 된다. 그래서 나부는 수사에 차질은 빚어지지 않을 것이라 헸고 사건 연루자 5명을 긴급 체포하는 등 모두 7명을 입건하는데 성공했다. 그리고 나부(NABU)는 반(反) 부패 특별 검찰국(SAPO)과 함께 민디치의 자택 등 70곳을 압수 수색했다. 이를 위해 지난 15개월 동안 도청한 것 등을 통해 약 1,000시간 가량의 음성 녹음을 확보하는 등, 증거를 확보하는 것에 크게 주력해 왔다. 더불어 비리 구조의 정점에 서 있는 누군가를 체포하기 위해 치밀하게 작전을 계획하고 준비해 왔다. 나부(NABU)는 작전의 마지막 단계를 진행하면서 민디치가 전날 해외로 도피한 것은 조직 내부의 누군가가 알려준 것으로 보고, 내사 중이라 했다. 이는 윗 글의 필자의 생각과도 일치하는 부분이다. 이번 부패는 에너지 분야 고위 관료들이 에네르고아톰 등으로부터 방공망 구축 및 에너지 시설 복구 사업에 대한 정부의 발주를 가지고 거액의 금액을 빼돌렸다.
이는 계약금의 10~15%를 뜯어낸 것으로 보인다. 이와 같은 과정에서 발주를 끊겠다며 온갖 협박을 일삼아온 정황도 도청 자료에 의해 일부 공개되기도 했다. 이 부패의 핵심인사는 이미 방산 분야 등에서 여러 차례 부패 스캔들을 발생시킨 우크라이나-체코 국적의 사업가인 티무르 민디치(Тимур Миндич)다. 그는 젤렌스키가 연예인이었을 시절에 설립한 엔터테이너 업체인 ‘크바르탈 95(Квартал 95)’의 공동 소유주로, 젤렌스키와 매우 가까운 친구 사이다. 그 동안 민디치는 우크라이나의 정계 배후에서 막강한 권력을 휘둘러 온 것으로 알려져 있다. 민디치는 그러나 나부(NABU)의 압수 수색이 이루어진 전날, 회계 책임자들과 함께 급히 우크라이나를 떠났고 아마 체코로 간 것으로 보인다. 나부의 이번 수사 작전명은 '미다스(Midas)'다. 나부의 인터뷰에 의하면 거액의 자금이 민디치에서 나온 것이 분명하다고 했다. 녹취록을 들어보면 민디치의 우크라이나어가 특유의 서슬라브식 발음이 새어나와 듣기론의 그의 말투와 비슷할 뿐만 아니라, 인터넷에 올라온 민디치 아파트에는 황금 변기가 설치되어 있다고 했다. 이는 만지는 모든 것이 황금으로 바뀌는 그리스 신화 속의 프리기아 왕 '미다스'를 연상시킨다며 작전명을 그렇게 지었다고 한다.

원자력 발전소에 전력을 공급하는 변전소가 파괴되었고, 트리필스카(Трифильска) 화력 발전소와 즈미예프스카(Змеевскиa) 화력 발전소는 11월 1일부터 가동이 중단됐다. 따라서 전력 부족 상태는 장기화될 것이며, 피해 시설을 신속하게 복구할 수도 없는 것이 현실이라 밝혔다. 실제로 우크라이나 에너지부에 의하면 발전소의 피해 복구 작업이 상당히 지연되고 있으며, 센트레네르고(Центрэнерго)의 모든 화력 발전소들도 발전 가동을 중단했다고 발표한 바 있다. 그런데 더 큰 문제는 젤렌스키에 대한 지원도 이제 한계에 와 있다는 것에 있다. 미국이나 EU 또한 젤렌스키의 처분 문제에 대해 고심하고 있는 것이다. 이번 나부의 민디치 저택의 압수 수색은 이러한 미국과 EU의 입김이 작용했을 가능성이 크다는 것이다. 그 동안 러시아를 찌르는 롱기누스의 스피어(Spear, 창)으로 젤렌스키를 활용해 왔기에 활용 용도가 다된 젤렌스키를 폐기할 때가 온 것이나 다름없다. 반부패기관 나부(NABU)는 미국과 EU의 힘으로 설치된 것이기에 모든 것의 창은 젤렌스키에게 향했을 가능성이 있는 것이다. 그동안 밀어준 것도 있기에 어떻게 용도 폐기할 것인지 고심하던 미국과 EU는 "부패 스캔들"이야말로, 폐기 처분할 수 있는 좋은 명분이 없는 것이다. 여기에 트럼프의 입김이 작용했을 가능성도 무시 못한다.
트럼프 입장에서도 러시아와 평화협상을 하는데 있어 가장 큰 골칫거리가 바로 젤렌스키다. 이 전쟁 빨리 마무리 짓고, 푸틴 대통령과 손잡고 알래스카와 북극을 개발해야 하는데 젤렌스키가 말을 안 들으니 갈아치울 명분이 생긴 것이라 볼 수 있다. 현재 러시아-우크라이나 전쟁에서 돌아가는 전황을 트럼프 주변 측근들이 아무리 정보를 제대로 전달하지 않는다 해도 모를리 없다는 것이 필자의 생각이다. 전황이 러시아에 유리해지는 지금 상황이 젤렌스키를 용도 폐기하고 러시아와 협상을 통해 전쟁을 마무리하는게 더 쉽다는 것이 트럼프의 판단일 가능성이 높다. 그런데 여기에 맞물려, 우리 대한민국도 수사를 지금 진행해야 한다. 젤렌스키와 연결하여 윤석열이 뭔짓을 했는지 낱낱이 밝혀야 하는 것이다. 필요이상으로 우크라이나 젤렌스키를 응원하고 자주 퍼주었다. 그리고 우크라이나에 대해 장애물 개척 전차 등 17종, 총 300억 원이 넘는 국군의 군사 장비를 무상 대여해 주었으며 거의 30억 달러를 지원했다. 이는 주로 경제 및 인도적 지원과 재건 사업 참여를 위한 것이지만 인도적 지원 및 인프라 재건 사업 등에서 우크라이나 초대형 비리 사건이 터졌다. 우리 국민들의 세금이, 젤렌스키와 그 측근인 티무르 민디치(Тимур Миндич)의 돈 잔치로 써먹히고 있는 것이다.

Ukrainian President Zelensky's Corruption Scandal: Is His Illegal Power Coming to a Crisis?

The bribery and corruption at energy infrastructure companies involving Zelensky's closest associates has finally been fully exposed thanks to the persistent investigations of anti-corruption agencies. While structural corruption in Ukraine is a familiar story, it may not be newsworthy. However, the scale of the bribes, the involvement of the president's closest associates, the intense power struggle between the president and anti-corruption agencies, the massive Russian airstrikes that led to the power outage, and the increasingly unfavorable situation on the Donetsk front all combine to create a major scandal that threatens to undermine Zelensky's political standing, as he has continued to illegally extend martial law and assume the presidency. On the 10th, the National Anti-Corruption Bureau (NABU) raided Timur Mindych's home as part of a large-scale corruption investigation in the energy sector. This raid effectively targeted the presidential palace. However, Mindych fled abroad on the 9th, the day before the raid.
