제1차 본회의에 앞서 진행된 5분 자유발언에서는 임승필 의원이 '울진군 어린이복합문화센터 건립사업'의 부지 선정 부적절, 군민 의견 미반영 등 사업 추진 절차의 문제점을 지적하며 집행기관에 대안 마련을 촉구했다.
본회의에서는 임승필 의원이 발의한 ▲'울진군의회 의정자문위원회 운영 조례안' ▲'울진군 관광협의회 설립 및 지원에 관한 조례안'을 비롯해 울진군이 제출한 2026년도 예산안 등 14건의 안건이 상정됐다. 상정된 안건들은 정례회 기간 중 상임위 및 특별위원회 검토를 거쳐 다음 본회의에서 최종 의결될 예정이다.
특히 11월 20일부터 11월 28일까지 9일간 열리는 행정사무감사 특별위원회(위원장 김복남)는 2025년도 행정사무감사를 통해 군정 전반을 점검한다. 이어 집행기관이 제출한 2026년도 예산안은 올해보다 515억 7,600만 원 증가한 7,084억 원 규모로, 12월 1일부터 12월 18일까지 예산결산특별위원회(위원장 황현철)에서 심도 있게 심사될 예정이다.
김정희 의장은 개회사에서 “이번 정례회는 행정사무감사와 예산안 심사, 각종 조례안 처리를 모두 수행하는 만큼 연중 가장 중요한 회기”라며 “군정이 올바른 방향으로 나아갈 수 있도록 의원들은 책임 있는 심사를 진행하고, 집행기관도 성실한 자료 제출과 충실한 답변으로 협조해 달라”고 당부했다.
