충남 서산시가 도입한 ‘개인하수처리시설 책임실명제’가 시설 관리 효율을 눈에 띄게 높이고 있다.
2022년 시작된 책임실명제는 개인하수처리시설의 전기설비함 상단에 관리요령, 시설 정보, 시공업체 및 분뇨수집운반 업체 연락처가 적힌 스티커를 부착하는 제도다.
이를 통해 건축주가 이상 발생 시 즉시 시공업체에 연락할 수 있어, 시설 고장으로 인한 악취나 모터 미작동 문제 등의 신속한 해결이 가능해졌다.
2025년 10월까지 총 1,567건이 부착되면서 시민 불편이 크게 줄었고, 공기 공급 장치의 고의적 전원 차단을 막기 위해 ‘전원 차단 금지 스티커’도 함께 부착해 관리 사각지대를 최소화하고 있다.
서산시 관계자는 “이전에는 건축주가 오수처리시설 이상이 생기면 시청에 수리업체 연락처 문의가 빈번했지만, 책임실명제 시행 후에는 그러한 문의가 거의 없어졌다”며 제도의 효과를 설명했다.
이처럼 책임실명제는 시공업체의 책임성을 높이고, 신속한 문제 대응으로 수질오염 예방과 시민 편의를 동시에 증진시키는 ‘일석삼조’의 효과를 거두고 있다.
