파주시가 오랜 숙원사업인 종합병원 유치를 위한 중요한 절차에 돌입했다.
시는 24일부터 파주메디컬클러스터㈜가 주관하는 종합병원 사업자 공모 절차를 개시했다고 밝혔다.
파주메디컬클러스터 조성사업은 서패동 432번지 일원 약 45만㎡ 부지에 3,250가구 공동주택, 종합병원, 혁신의료연구단지(국립암센터 미래혁신센터), 바이오융복합단지가 연계되는 대규모 도시개발 프로젝트다.

특히 종합병원 유치는 파주시가 지향하는 '글로벌 바이오혁신 도시'의 핵심 기반을 마련하는 첫걸음이 될 전망이다.
이 사업은 도시개발과 공동주택에서 발생하는 개발이익을 종합병원과 국립암센터 유치에 투자하는 구조로 설계됐다.
2020년 6월 국립암센터 혁신의료연구센터 조성 업무협약 체결을 시작으로 같은 해 12월 주한미군 공여구역 주변 지역 발전종합계획 확정, 2022년 3월 도시개발구역 지정 및 개발계획 수립, 2022년 7월 중앙토지수용위원회 사업인정 협의 완료 등 순조롭게 진행되는 듯했다.
그러나 2022년 말 이후 코로나19 여파, 우크라이나 전쟁, 인플레이션으로 인한 건설경기 침체로 약 2년간 표류했다.
지난해 12월 시공사를 확보하고 실시계획인가를 완료했으며, 올해 10월 말 도시개발사업이 착공하면서 마침내 본궤도에 올랐다.
파주메디컬클러스터㈜는 24일부터 공모를 시작해 2026년 6월까지 사업 신청을 받은 후 내년 중 우선협상대상자를 선정할 계획이다.
이번 사업의 가장 큰 장점은 사업시행자가 모든 인허가를 마무리하고 도시개발사업과 공동주택 분양을 통해 병원 건립 재원을 사전에 확보한다는 점이다.
병원 입장에서는 사업 추진과 재정 불확실성이 적고 컨소시엄 구성 없이 단독으로 참여할 수 있어 안정적인 사업 추진이 가능하다.
파주시도 지방세 감면 등 각종 정부 지원금 혜택을 제공하는 등 전폭적으로 지원할 예정이다.
