대한행정사회(회장 윤승규)가 급증하고 있는 국민 행정민원에 대한 효과적인 대응 체계 구축을 위해 '행정민원구조센터' 설립을 본격적으로 추진하고 나섰다. 대한행정사회는 지난 11월26일 국회 제2소회의실에서 박정현 국회의원(더불어민주당) 주최, 대한행정사회 주관으로 '행정민원구조센터 구축과 발전방안을 위한 국회토론회'를 개최했다.
정계·행정 전문가 200여 명 집결... 높은 관심 속 논의 활발
이날 토론회에는 주호영 국회부의장과 이달희 국회의원이 현장 축사를 전했으며, 행정안전부 행정제도과 강민지 과장, 국민권익위 김기용 사무관 등 중앙부처 관계자와 전국 행정사 200여 명이 대거 참석해 센터 구축에 대한 높은 관심을 드러냈다.
이번 토론회는 다양화·전문화되는 국민 행정민원에 발맞춰 행정민원구조센터의 필요성을 확인하고, 향후 센터의 제도적·운영적 발전 방안을 폭넓게 논의하는 장이 되었다.

이날 토론회의 발제는 홍선기교수(동국대 법학과)와 강수경교수(덕성여대 법학과)가 맡았다.
첫 번째 발제자인 홍선기 교수는 “현재의 신청주의 복지체계는 가족돌봄 청년이나 탈북민같은 사각지대를 놓치고 있으므로 이를 보완하기 위한 행정민원구조센터의 설립이 필요하다”며“이를 위해서는 행정사 등록제 전환과 엄격한 관리감독을 통해 행정사에 대한 국민의 신뢰 회복이 선결과제”라고 주장했다.
두 번째 발제자인 강수경 교수는 “ 현대 행정의 복잡성으로 인해 국민의 정당한 권리가 구제받지 못하는 경우가 많은데 불필요한 소송의 예방을 위해서라도 행정민원구조센터 설립의 시급하다”고 제언했다.
토론에 나선 행안부 강민지 과장은 센터 구축과 재정지원, 재난·분쟁 대응 인력 활용 등과 관련해“행정민원 인프라 구축은 국정협력 체계 강화와 지방정부·유관기관 간 협력이 필수적”이라고 강조했다.
국민권익위 김기용 행정사무관은“행정사회의 전문성이 다양한 민원 현장에서 이미 입증되고 있으므로 행정불편을 해결할 전문기구와의 협업을 통해 국민 편익을 높일 수 있다”고 제안했다.
토론 패널인 김민수 부회장은 “행정민원구조센터는 권익위의 금년 5월 시행한 국선행정사 제도와 같은 모델을 통해 행정민원 해결에 중요한 역할을 수행할 수 있다고 언급했다. 행정민원구조센터는 국민 입장 뿐만 아니라, 공무원의 직접 지원이 한계가 있는 행정기관 입장에서도 필요하다”고 발언했다.
박병옥 지방발전부회장은 “행정사는 민원 조정·분쟁 해결에서 독자적 전문영역을 갖고 있다”며 행정서비스 통합체계 구축과 공무원-행정사 협업모델 확대를 제안해 눈길을 끌었다.
이날 토론회 좌장인 김기표 고문은 “행정심판 대리권은 중장기 과제지만, 우선적으로 고충민원 단계에서 국민권익위원회와의 협력체계를 정립할 필요가 있다”고 언급했다. 또한 행정민원구조센터의 업무 범위를 다른 전문자격사와 충돌없이 명확히 해야한다고 강조했다.
강창국 대외협력사업단장은 “행정사는 단순한 행정보조자가 아니라 양방향 쌍방향의 주체적 역할을 수행해야 하며 미래의 법률 환경에서 행정사들은 한 방향의 일이 아닌 다양한 역할을 담당해야 한다고 주장했다. 프로메테우스가 인간을 위해 변호한 것처럼, 행정사도 국민을 위한 주체적 옹호자로서의 위상을 가져야 한다”고 행정사의 위상정립을 주장했다.
끝으로 조장형 이사는 “행정사들은 업역을 지키고 수익을 창출하는 것뿐만 아니라 어려운 계층을 지원하여 사회에 기여해야 한다. 제도의 결함은 항상 존재하며 인공지능 발전에 따라 소외계층이 발생하는 문제를 해결해야 한다”고 강조했다.

대한행정사회 윤승규 회장은 "국민의 행정민원은 복잡해지고 있으나 국가 대응 체계는 여전히 분절적"이라며, "행정민원구조센터를 중심으로 국가·지자체·전문가 간 협력 구도를 정립해 국민이 체감할 수 있는 민원 해결 서비스를 제공하겠다"고 밝혔다.
또한 행정사가 국민의 권리·의무와 직결되는 영역을 전문적으로 수행할 수 있도록 정부·국회와 협력해 제도 개선을 지속 추진할 계획임을 덧붙였다.

He also added that he plans to continue working with the government and the National Assembly to improve the system so that administrative scriveners can specialize in areas directly related to the rights and obligations of citizens.
Meanwhile, following the discussion, the Korean Society of Administrative Law held its first appointment ceremony for 59 public service administrators, three training institute professors, and nine members of the Youth Special Committee.
Future Plans
Based on the discussions at this National Assembly discussion, the Korean Society of Administrative Law will continue follow-up efforts, including: concretizing the functions of the Administrative Complaints Relief Center; developing a cooperative model with local governments and related organizations; and drafting legal and institutional improvements to expand the role of administrative law scriveners.
