경기 파주시가 보행 혼잡 구간과 사고 위험 구간을 '통행금지 구간'으로 지정할 수 있는 제도적 근거를 마련 하며 개인형 이동장치(PM) 안전 관리에 나섰다.
파주시는 28일 「파주시 개인형 이동장치 이용 및 안전 증진 조례」 일부 개정안을 입법예고했다고 밝혔다.
이번 개정안은 경기도 내 시·군 중 최초로 '전동킥보드 없는 거리' 지정을 위한 법적 토대를 마련하는 것이 핵심이다.
시는 그동안 시민 안전을 위해 교통섬 및 횡단보도 앞 기기 즉시 견인, 견인료 인상, 주차구역 설치, 중고등학교 대상 찾아가는 안전교육 등 다양한 대책을 시행해왔다.
하지만 개인형 이동장치로 인한 사고 위험과 시민 불편이 지속되자 보다 강력한 조치가 필요하다고 판단했다.
조례는 내년 2월 시행을 목표로 추진 중이다. 조례가 개정되면 시는 대상지를 면밀히 검토한 뒤 「도로교통법」에 따라 '전동킥보드 없는 거리' 지정 권한을 가진 경찰과 긴밀히 협력해 나갈 방침이다.
김경일 파주시장은 "개인형 이동장치로부터 시민 누구나 안심하고 걸을 수 있는 도시를 만들기 위해 조례 개정을 추진하게 됐다"며 "경찰과 협력해 '킥보드 없는 거리' 지정 및 단속을 강화하고, 교육·홍보·주차구역 정비 등 종합적인 개인형 이동장치 안전대책을 지속적으로 강화하겠다"고 밝혔다.
파주시는 2021년 3월 경기 북부 최초로 개인형 이동장치 관련 조례를 제정한 바 있으며, 이번 개정으로 보행자 안전 확보를 위한 제도적 기반을 한층 더 강화하게 됐다.
