파주시의회가 행복마을관리소의 운영 기반을 강화하는 조례 개정안을 통과시켰다.
파주시의회는 이혜정 의원이 발의한 「파주시 행복마을관리소 설치 및 운영지원에 관한 조례 일부개정안」을 제260회 2차 정례회 도시산업위원회에서 원안 가결했다고 1일 밝혔다.

이번 조례 개정은 행복마을관리소가 주민들의 생활 불편 해소와 생활환경 개선에 기여해온 성과를 바탕으로, 그 효과를 지속적으로 확대하기 위해 관련 제도를 정비하고 운영 기반을 강화하려는 취지로 마련됐다.
조례안의 핵심 내용은 ▲주민참여와 협력 촉진을 위한 마을공동체 활동 지원 근거 강화 ▲마을활동가 정의 신설 ▲근무 인력 우대 확대 ▲행복마을 사무원의 주요 업무 범위 명확화 등이다.
특히 마을활동가의 개념을 새롭게 정의하고, 이들이 지역 특성에 맞는 사업을 발굴·추진할 수 있도록 제도적 기반을 마련한 것이 특징이다.

이어 "이번 개정을 통해 전문성을 갖춘 마을활동가가 중심이 되어 지역 특성에 맞는 사업을 발굴·추진하고, 주민과 행정이 보다 긴밀히 소통할 수 있는 기반을 마련하고자 한다"고 밝혔다.
파주시는 2019년 문산읍 선유4리에 첫 경기행복마을관리소를 시작한 이후 현재 14개 읍·면·동에서 행복마을관리소를 운영 하고 있다.
행복마을관리소는 택배 보관, 생활 공구 대여, 마을환경 개선, 마을 안심 순찰 등 생활밀착형 공공서비스를 제공하며, 취약계층을 위한 맞춤형 복지서비스도 함께 운영하고 있다.
