교육부가 제출한 자료에 따르면, 최근 5년간 전국 특수학급 수는 4만7,395개에서 5만8,510개로 약 23% 늘었다.
하지만 이런 증가에도 특수학급 교사들이 학생 이동을 위해 자신의 차량을 직접 운전하는 경우가 여전히 적지 않은 것으로 드러났다.
2020년부터 2024년까지 시·도별 특수학급 대상 수학여행 및 체험학습 현황을 보면, 교사가 개인 차량을 이용한 비율은 16.5%였고, 전국적으로 1,286건이 교사 차량으로 이동이 이뤄졌다.
교육부는 교사들이 개인 차량을 사용하는 이유에 대해 “학교별 특수학급 수가 많아 원하는 날짜에 지원 차량을 배정받기 힘든 경우가 대부분”이라고 설명했다.
실제로 충북 지역에서는 교사가 학생을 태우고 이동하던 중 접촉사고가 발생해, 사고 처리는 교사 개인 보험으로 이뤄졌다.
이인선 의원은 “특수학급 교사가 학생을 직접 태우고 운전까지 도맡는 현실은 안전사고 위험과 과중한 업무 부담을 단적으로 보여준다”며 “아이들과 교사의 안전을 위해 각 시·도의 특수학급 전용 차량 확충과 전담 운전인력 지원이 무엇보다 시급하다”고 강조했다.
또 “교육교부금이 매년 약 8조 원씩 남아도는 상황에서, 실제 필요한 곳에 예산이 효율적으로 쓰일 수 있도록 구조 점검이 요구된다”고 말했다.
