【브레이크뉴스 포항】박영재 기자=안승대 전 울산광역시 행정부시장이 11일 포항시청 브리핑룸에서 ‘포항형 교육자치’ 도입을 핵심으로 하는 교육 공약을 발표했다. 안 예비후보는 “인재육성이 지역 발전의 핵심 전략인 만큼 포항의 교육정책은 지역이 직접 결정해야 한다”며 지방 교육자치 강화 필요성을 강조했다.
안 예비후보는 제철중학교 과밀학급 문제, 동부초등학교 이전 갈등, 대이초등학교 학군 조정 등 반복되는 교육 현안을 거론하며 “포항의 목소리가 교육정책에 반영되지 못하는 제도적 한계가 갈등의 근본 원인”이라고 지적했다. 현재 학군 조정과 학교 신설·이전 등 주요 결정권이 경북도교육청과 도의회에 있어 포항시와 시민 의견이 충분히 반영되기 어렵다는 것이다.
그는 “교육정책이 도시계획·교통·정주여건·지역경제와 밀접히 연관돼 있다”며 “포항시의회가 시민을 대표해 교육정책을 수립할 수 있어야 진정한 지방자치가 가능하다”고 강조했다. 이어 “포항시·교육 전문가·학부모가 함께 결정하는 지역 참여형 교육자치 구조를 확립하겠다”고 말했다.
안 예비후보는 지방교육자치법을 개정해 포항을 ‘교육자치 시범지구’로 지정하고, 포항시의회에 사전협의권·동의권 등 실질적 권한을 부여하는 제도 개선도 추진하겠다고 밝혔다. 더불어 포항시·포항교육지원청·시의회·학부모·학교장·교육 및 도시계획 전문가 등이 참여하는 ‘포항 교육자치 협의회’를 구성해 학군 조정, 학교 이전·신설 등 주요 현안을 지역 내부에서 논의·결정하는 체계를 구축하겠다는 구상도 제시했다.
안승대 예비후보는 “좋은 인재 육성은 포항의 100년을 좌우하는 핵심 전략”이라며 “포항의 교육을 지역이 직접 책임지고 설계하는 교육자치 시대를 열겠다”고 강조했다.
한편 안승대 예비후보는 1970년 경북 영일군(현 포항시) 출생으로 포항송도초·포항대동중·포항대동고를 졸업한 뒤 서울대(인류학), 경북대 행정대학원, KDI국제정책대학원, 시라큐스대 대학원(EMPA) 등을 거쳤다. 제2회 지방행정고시 합격 후 행정안전부, 외교통상부, 세종특별자치시, 서울시 등에서 요직을 두루 거쳤으며, 제16대 울산광역시 행정부시장을 지냈다.
