경주시지역위원회는 지난해 10월부터 시민 서명운동을 펼쳐 1,270명의 서명을 모으고, 11월에는 국회를 찾아 국토교통위원장 등과의 면담을 통해 폐철도 활용의 시급성과 제도 개선 필요성을 전달했다. 이번 법안 발의는 이러한 주민 참여가 정치권 논의로 이어진 결과로 분석된다.
임미애·송기헌 의원은 “경주뿐 아니라 전국 곳곳의 폐철도 부지가 지역 성장의 동력으로 전환될 수 있다”며 “특별법 제정은 국가 균형발전과 도시재생에 실질적인 해법이 될 것”이라고 강조했다.
