이재명 대통령이 2026년 신년업무보고를 12월11일부터 받기 시작하고 처음으로 TV생중계하기로 한 것은 공직사회에 일하는 분위기를 조성하고 국민들에게 국정을 소상하게 설명한다는 점에서 참신한 느낌을 갖는 국민이 많았을 것이다. 나는 대통령이 TV생중계에 자신있어 국장운용 주목도를 높여서 사법개혁등을 둘러싼 잡음을 잠재우려는 포석도 있는가 보다고 생각했다.
약간 하향세인 지지율을 더 올리는데 도움이 될 것이라고도 생각했을 수 있다. 그렇게 되면 새해 부터 지자체 선거분위기로 확 돌 터인데 도움을 받자는 포석도 있었을 수 있다. 정치9단으로서 범인이 모르는 심모원려도 있었을 것이다. 그런데 국정보고 생중계에서 이재명대통령의 발언 방식을 놓고 주말에 정치권과 온 나라가 시끄러웠다. 생중계의 순수성에 대한 의문이 제기된 것이다.
국힘등 정치권이 문제 삼은 대통령발언은 '환빠 논쟁' "발언이 참 기십니다" "임기가 언제까지나?" 등등 상당히 여러 대목이었다. 박지향 동북아역사재단이사장의 업무보고에서 이대통령은 거두절미하고 "요즘 '환빠논쟁'이란 게 있지요?" 라고 문제 제기형 질문을 쏘아 올렸다. 박지향을 비롯해 주변에서 모두 깜짝 놀라는 표정이었다. "저게 무슨 말이지?..." 이재명 대통령은 그런 분위기를 즐기면서 속으로 "요건 몰랐지?"라며 역사분야에서조차 자신의 지적능력이 탁월함을 과시하려고 그런 질문을 꺼내진 않았을 것이다.
박지향은 버벅댔다. 이대통령은 '환단고기'가 역사 문헌 아니냐. 역사적 가치를 어찌 평가하느냐는 등 더 깊숙히 들어갔다...TV생중계가 발등을 찧었을 수 있다. 이준석 개혁신당대표가 정사(正史)가 아닌 위서(僞書)로 이유립이 짜 맞춘 것이라고 지적하면서 해리포터가 역사서냐는 데까지 논쟁이 비화했다. 국민의힘도 우르르 달려들었다.

이대통령은 얼마 전 중동순방 때 이집트대통령과 정상회담에서 후르가다 공항개발 사업을 한국에서 맡아달라는 큰 외교적 성과를 거두고 귀국했다. 이학재에게 후르가다 공항개발 사업의 진척도에 대해 질문하자 역시 이학재는 버벅 댔고 이대통령은 "자료에 있는 거 말고는 하나도 아는게 없다. 저보다도 아는 게 없다"고 면박줬다.

지난주 기재부 보고에선 인공지능 반도체등에 150조원 펀드를 조성한다는 내용이 있었고, 과기정통부는 한국형 AI모델을 세계 10위권으로 개발하겠다고 했다. 누리호 같은 인공위성을 자주 쏘자고도 했다. 노동부 등의 업무보고에선 쿠팡처럼 개인정보를 누출한 기업은 아주 혼짝을 내주겠다고 했다. 밤에 일하는 노동자 처우를 개선하겠다는 의지를 밝혔다. 국토교토부는 지역 균형성장에 방점을 뒀다. 공공기관 2차 이전 본격화를 강조했고 수도권 집값폭등 대책은 별로 얘기가 없었다, 이 정도면 뭐가 달라지는가? 지자체선거를 의식한 지방표 모으기, 배달노동자 배려, 기업혼내주기 정도가 뇌리에 남는 것 같다. 이학재의 경우 공부를 너무 안하고. 타성에 젖어 얼렁뚱땅하려다 들킨 측면도 있다.
2026년이 되면 미국과 중국간 경제전쟁은 더욱 치열해질 것이다. AI혁명이 전지구적 차원에서 벌어져 청년실업문제는 더 심각해질 것이고 한국의 제조업 위치는 더욱 어려워 질 것이다.
미국은 내년 독립 250주년을 맞아 '다음 100년' 전략을 내놓으리라 한다. 한국은 미중 틈바구니에서 더욱 입지가 좁아지고 저출산문제, 계속 추락하는 잠재성장율을 다시 올려놓아야 살 길이 열릴 것이다.
한국은 죽느냐 사느냐 티핑 포인트에 놓여있다. 중국이 2025 계획으로 한 단계 올라섰듯 한국도 중장기 비전을 세우고 실천에 옮기는 일을 시작해야한다고 본다. 2025년 기준 한국의 GDP는 12위에서 15위로 떨어지고 1인당 GNI는 대만에도 뒤진다고 한다. 이런 상황에서 2026년 설계를 하는데 머리를 싸매고 몇시간씩 허심탄회하게 토론하고, 박정희때 처럼 장관이 말하고 차관 국장 과장 사무관도 브레인스토밍하는 그런 토론회가 국정신년업무보고가 돼야한다고 생각한다. 그런 측면에서 기재부보고는 낙제점 수준이다.
오직 장관이 TV마이크에게 방어하기 급급하게 쫄아붙어서 설명하면, 대통령이 퀴즈게임하듯 기상천외한 질문을 갖고와서 망신주기를 하는 것이 지지율을 높이리라 생각하나. 전임 정부 때 임명받은 책임자는 내편이 아니라 망신을 줘서 얼른 쫓아내고 핵심 지지세력이 내편인 장관은 감싸 안는 게 취임연설에서 강조한 통합의 길인가.
지고로 최고지도자는 사소한 허물은 알고도 모른척 덮어주고 작은 것보도 큰 것, 현재보다 미래를 내다보며 결정하는 게 현명하며 그래야 부하들은 따른다고 리더십 책에 씌여 있다. 이번 업무보고를 보면서 '참을 수 없는 존재의 가벼움'이란 밀란 쿤데라의 소설이름이 저절로 떠오른다. 한번 뿐인 삶이기에 모든 선택이 가벼운가, 단한번이기에 더 무거워야하는가 니체의 '영원회귀' 개념에서 비롯된 말이다. 이번 전반기 업무보고에서 대통령의 언급에 따른 설화는 자업자득이었다. 한번 발언하기 전 두 번 세 번 숙고하면 가벼움이 무거움으로 바뀌어 갈 것이다. 남은 부처의 업무보고는 TV생중계를 안하는 게 어떨까.
