파주시가 중대산업재해 예방과 재발 방지를 위한 본격적인 행보에 나섰다.
파주시는 지난 19일 시청에서 「파주시 중대산업재해 예방 전문 컨설팅 용역」 착수보고회를 개최하고, 체계적인 안전보건관리 시스템 구축에 시동을 걸었다고 밝혔다.
이번 연구용역은 파주시의 안전보건관리체계를 총체적으로 점검하고 재정립해 중대산업재해를 사전에 예방하기 위해 마련됐다.

착수보고회에는 최병갑 부시장을 비롯해 도로변 작업, 하수도 관리 등 고위험 사업을 담당하는 부서장들이 참석했다.
참석자들은 연구용역의 추진 배경과 과업 수행계획, 향후 일정에 대한 보고를 청취하고 활발한 질의응답을 통해 의견을 나눴다.
시는 이번 용역을 통해 중대재해처벌법 등 안전보건 관련 법령과 지침을 기반으로 하되, 현장 중심의 실질적인 안전보건 실행 체계를 구축한다는 방침이다.
연구용역의 주요 내용은 다음과 같다.
중대산업재해 예방 및 대응 매뉴얼 정비·수립 - 체계적인 예방과 신속한 대응을 위한 매뉴얼을 새롭게 마련한다.
안전보건 확보 의무 이행 실태 검토 - 현재 파주시의 안전보건 관리 수준을 점검하고 개선점을 도출한다.
유해·위험 요인 발굴 및 개선 - 사업장 내 잠재된 위험 요소를 찾아내고 선제적으로 개선한다.
작업 공정별 표준 작업 절차 수립 - 각 작업 현장의 특성에 맞는 안전한 작업 절차를 마련한다.
이번 용역은 내년 5월까지 진행될 예정이다.
최병갑 부시장은 "이번 보고회는 파주시의 중대산업재해 예방 정책을 체계적으로 정비하기 위한 출발점"이라며 "현장 중심의 실효성 있는 안전보건 관리 체계를 재정립하여 안전이 기본이 되는 일터를 만드는 데 최선을 다하겠다"고 강조했다.
한편 파주시는 2026년에는 이번 연구용역과 별도로 도급·용역·위탁사업과 중대시민재해 시설에 대해서도 중대재해 예방을 위한 연구용역을 추가로 추진할 계획이다.

Meanwhile, in 2026, Paju City plans to conduct additional research on the prevention of major disasters, including contracted, outsourced, and commissioned projects and major disaster prevention facilities for citizens, separate from this research project.
