양주시, ‘대한민국 새단장’ 최우수 지자체 선정…특별교부세 1억 원 확보

[브레이크뉴스 양주=김완영 기자] 경기도양주시가 행정안전부에서 주관한 「대한민국 새단장」 추진 우수 자치단체 평가에서 전국 최우수 지자체로 선정돼 특별교부세 1억 원을 확보했다.

 

「대한민국 새단장」은 추석 명절과 아시아태평양경제협력체(APEC) 정상회의를 앞두고 국토 전반의 환경을 정비하고 깨끗한 도시 이미지를 조성하기 위해 행정안전부가 추진한 전국 단위 환경정화 캠페인이다. 

 

평가는 전국 243개 자치단체를 대상으로 홍보·교육 실적, 정책 협력, 주민 참여도, 정비 성과 등을 종합적으로 고려해 이뤄졌다.

 

양주시는 지난 9월 22일부터 10월 1일까지 전 읍·면·동이 참여하는 대청소를 추진했다. 이 기간 공무원과 사회단체, 지역 주민 등 2,700여 명이 참여해 주요 도로와 관광지, 하천 등 생활 속 취약 지역을 집중적으로 정비했다.

 

특히 주민과 사회단체가 직접 정비가 필요한 지역을 제안하고, 릴레이 방식으로 환경정화 활동을 이어가는 시민 주도형 대청소를 확산시킨 점이 높은 평가를 받았다. 단발성 행사에 그치지 않고 마을 단위의 정기적인 정비 체계를 마련하는 등 주민 참여 중심의 환경관리 문화 정착 가능성을 보여준 점도 주목됐다.

 

아울러 전 읍·면·동이 동시에 참여하면서 캠페인 취지와 참여 방법을 현장 중심으로 효과적으로 홍보·교육했고, 짧은 추진 기간에도 높은 참여율과 실질적인 환경정비 성과를 거둔 점이 최우수 지자체 선정의 주요 요인으로 꼽혔다.
