【충북 브레이크뉴스】김봉수 기자=음성군은 지역발전과 행정수요 변화에 능동적으로 대처하기 위해 대소면의 ‘읍(邑) 설치 승인 건의서’를 충청북도에 제출했다고 6일 밝혔다.
대소면은 지난해 7월 31일 인구 1만 9000명을 넘어선 데 이어, 불과 4개월 만에 내국인 인구 2만 명을 돌파하는 등 가파른 인구 증가세를 보이고 있다.
이로써 지방자치법 제10조가 규정한 읍 설치 요건인 △인구 2만 명 이상 △시가지 구성 인구 비율 40% 이상 △도시적 산업 종사 가구 비율 40% 이상을 모두 충족하며 읍 승격의 법적 토대를 완비했다.
군은 이번 건의서 제출에 앞서 지난해 4월 ‘대소면 읍 승격 추진 기본계획’을 수립하고 관련 절차를 단계적으로 진행해 왔다.
특히 지난해 실시된 읍 승격에 대한 주민 설문조사에서 전체 9528세대 중 3597세대(37.7%)가 참여했으며, 이 가운데 약 99%(98.8%)가 승격에 찬성해 지역 주민들의 높은 기대와 염원을 확인했다.
이어 지난해 12월 1일에는 음성군의회의 의견 청취 절차를 통해 대소읍 승격 추진에 대한 지역사회의 의지를 하나로 모았다.
건의서에서 대소면이 대소IC와 대소JC를 중심으로 사통팔달의 교통망을 갖추고, 이를 기반으로 산업단지가 조성되는 동시에 성본산단 공동주택(4880세대), 삼정지구(1801세대), 소석지구(1105세대) 등 총 7786세대의 주거 공급이 예정돼 있어 정주 여건이 빠르게 개선되고 있다고 강조했다.

개정안에 따라 행정구역 조정 시 인구 산정 기준에 외국인 주민이 포함되면, 대소면의 인구는 2만 6천여 명 수준으로 늘어나 읍 설치 기준인 2만 명을 6천여 명 상회하게 된다. 이는 향후 승인 심사 과정에서 유리한 요소로 작용할 것으로 기대된다.
