앞서 2025학년도에 61학급을 확충해 과밀 특수학급 비율을 3.9%까지 낮춘 데 이어, 내년엔 과밀 요인에 미리 대응해 과밀 비율을 3% 미만으로 떨어뜨린다는 목표다.
경북교육청에 따르면, 이번 신·증설 방침은 특수교육 대상 학생이 늘고, 학기 중 전입 등으로 인한 학급 과밀을 미리 막기 위한 조치다. 지난 2024년 7.5%에 달했던 과밀 특수학급 비율은 올해 3.9%로 크게 줄었고, 학급 추가 확보가 마무리되면 교육 환경이 한층 안정될 것으로 전망된다.
특수학급 신설 및 증설과 함께 교실의 물리적 환경도 개선한다. 신설 교실 구축을 적극 지원하고, 기존 특수학교와 특수학급 중 기준 면적에 못 미치거나 수업에 제약이 큰 곳부터 우선적으로 개선하기로 했다.
또한 과밀·전일제·중증 비율이 높은 학급을 중심으로 기간제 특수교사와 특수교육지원강사 추가 배치에 나선다. 특수교육실무사도 단계적으로 늘려 교사들의 업무 부담을 줄이고, 수업을 보조할 자원봉사자 지원도 확대할 방침이다.
경북교육청은 중장기 계획으로 2026년에 미래형 특수학교 설립을 위한 연구 용역에 착수할 예정이다. 수요와 통학 현황을 분석해 권역별로 적정 배치를 검토하고, 서남부권의 과밀 해소와 장거리 통학 문제 해결을 목표로 ‘가칭 칠곡 특수학교’를 2028년 3월 개교한다는 계획도 추진 중이다.
임종식 경북교육감은 “특수교육 대상 학생 증가와 교육 환경 변화에 맞춰 학급 확충과 인력 지원을 계속해왔다”며 “2026학년도에도 학급 신설과 증설, 인력 지원, 특수학교 설립을 차질 없이 진행해 현장의 특수교육 여건을 안정적으로 개선하겠다”고 밝혔다.
