청와대가 14일(현지시간) "9·19 남북 군사 합의 복원을 검토하고 있고, 필요 논의도 하고 있다"고 밝혔다.
위성락 국가안보실장은 이날 오후 일본 오사카 한국 프레스센터 브리핑에서 "정부 방향은 9·19를 복원한다는 방향이며 대통령도 준 지침"이라며 이같이 전했다.
그러면서 "(9·19 합의 복원) 논의를 진행 중이며 하나의 목적을 향해서만 고려하는 정책 옵션은 아니다"며 "고려해야 할 여러 부수적 요소들이 있으며 관련자들도 많다"고 했다.
또 "그런 걸 다 조율하며 균형 있게 가야 하기에 지금 당장 드릴 수 있는 말씀은 없다"며 "내부 의견 조율도 그렇고 그렇게 할 경우 파생 문제를 어떻게 대처할 수 있느냐 등 일종의 백업 플랜도 세워야 하고 시간이 걸린다"고 했다.
이어 최근 북한의 남측 무인기 침투 주장 관련해선 "정부쪽에서 한 건 없는 거로 파악 되며 민간쪽에서 했을 가능성을 파악해야 한다"며 "무인기를 민간서 보내는 건 현행법 위반 소지가 아주 높고 정전협정에도 위반돼 필요 시 처벌해야 한다"고 주장했다.
더불어 "지금은 북한과 무엇을 하는 단계라기보다 우리 내부를 파악하는 과정에 있다"며 "물론 이게 남북관계 계기가 된다거나 희망적 사고를 전개하는 사람도 있으나 일하고 있는 입장서 거기까지 가 있지 않다"고 했다.
위 실장은 "대북 대처에 북한과 대화·접점만 고려하는 게 아닌 기존 법률·정전 체계·남북 간 긴장 완화를 종합적으로 봐야 하는 것"이라며 "외교안보 사항을 다룰 때 어떤 사안이 생기더라도 담담히 의연하게 진중함·격을 갖고 하겠으며 정부가 지금 그렇게 하고 있다"고 했다.
또 "북한은 지금 한·미측에 대해 완벽한 단절·강한 거부감을 갖고 임하고 있어 조심스레 대처해야 한다"고 주장했다.
그러면서 'CPTPP(일본이 주도하는 포괄적·점진적 환태평양경제동반자협정)' 한국 가입 문제 관련해선 “(가입) 추진 의사를 재확인했으며다 실무적 부서 간 협력을 요하는 문제라 생각한다”며 일본산 수산물 수출입 문제에 대해선 “식품 안전에 대한 일본 측 설명이 있었다”고 전했다.
