고양특례시가 일산복합커뮤니티 개발사업을 둘러싼 이재준 전 고양시장의 고발 보도에 대해 15일 공식 입장을 발표했다.
지난 11일 일부 언론은 이재준 전 시장이 사업 지연 및 매몰비용 발생 책임, 감사원 감사 결과 은폐, 허위 보도자료 배포 등을 이유로 고양시를 고발했다고 보도한 바 있다.
고양시는 사업 지연과 매몰비용 발생의 주된 원인이 협약에 따라 건설 업무를 담당하는 LH의 설계 오류에서 비롯됐다고 설명했다.
시에 따르면 철도 방음벽 기초 구조를 실제와 달리 역T형이 아닌 L형 옹벽으로 잘못 설계한 오류로 공사가 중단됐다.
이후 사업 재개를 위한 설계안 협의 과정에서도 기술적 이견이 지속돼 합의에 이르지 못했다는 것이 시의 설명이다.
시는 해당 사안에 대한 책임 소재는 향후 LH와의 소송 등 법적 절차를 통해 객관적으로 정리될 것이라고 밝혔다.
감사 결과를 시의회와 시민들에게 1년 6개월간 은폐했다는 주장에 대해서는 강력히 반박했다.
시는 실제 감사 결과를 2025년 11월 25일에 통보받았다고 밝혔다.
2024년 5월 10일에는 감사가 공식적으로 종료됐을 뿐, 감사 결과를 사전에 인지하고 은폐했다는 주장은 사실과 다르다고 강조했다.
담당 공무원들이 허위 보도자료를 배포했다는 주장에 대해 시는 당시 LH에 상업시설 용도변경을 요청한 공문이 있었던 것은 사실이라고 인정했다.
다만 당시 용도변경 요청 사유는 재정자립도 향상과 자족시설 확충이라는 시의 기본 정책 방향을 고려해, 사회기반시설 확충 없이 일산역 일원에 행복주택만을 건립하는 것이 타당한지 재검토를 요청한 사항이라고 해명했다.
앞서 시는 지난 10월 22일 제298회 고양시의회 임시회에서 김해련 시의원의 5분 자유발언과 관련해 "행복주택의 상업시설 용도변경 요청 사실은 없으며 오해"라는 취지의 반박 보도자료를 배포한 바 있다.
시는 "일산복합커뮤니티 개발사업은 단순한 건축사업이 아니라, 일산 원도심 활성화와 시민 삶의 질 향상을 위한 핵심 도시재생 프로젝트"라며 "사업계획이 일부 수정되더라도 시민에게 실질적인 혜택이 돌아가는 도시재생 사업으로 차질 없이 완공하겠다"고 강조했다.
