고양특례시가 행정안전부 주관 ‘2025년 지방규제혁신 성과평가’에서 우수기관으로 선정되며, 명실상부한 규제혁신 선도도시로서의 위상을 굳혔다.
시는 이번 선정으로 1억 원의 재정 인센티브(특별교부세)를 확보했다.
지난해 동일 분야에서 우수 지자체로 선정돼 2억 원을 받은 데 이어 2년 연속 쾌거다.
이번 평가는 전국 243개 지자체를 대상으로 규제 발굴 및 개선 활동 등 4개 항목, 12개 세부 지표를 종합 분석해 진행됐다.
고양시는 ‘시(市)’ 그룹 내에서 규제 애로 해소를 위한 논의의 장 마련과 전문가 연계 협력체계 구축 부문에서 독보적인 점수를 받았다.
시는 올해 시도 연구원과의 규제개혁 간담회를 6회 개최하고, 외부 전문가 및 이해관계자가 참여하는 토론회를 4회 열어 현장의 생생한 목소리를 정책에 반영했다.
단순히 법령을 검토하는 수준을 넘어, 현장의 걸림돌을 직접 찾아내 실질적인 해결 방안을 모색한 점이 높게 평가받았다.
특히 시는 지역 산업 육성과 사회적 약자 배려, 민생경제 활성화 등 시민 생활과 직결된 자치법규를 선제적으로 검토했다.
